The Culture and Leisure Services Department of the City of Helsinki is developing data-driven management and, related to this, visitor counting for its facilities and the related solutions. Visitor data is one of the key performance indicators of the operation: visitor data is used, for example, for resource allocation, planning and developing the operation, and assessing the impact of the operation. The aim of the visitor counting service is to collect jointly measured and accurate visitor data from the facilities of the department as automatically as possible for the needs of analysis and reporting. The SaaS service (Software as a Service) provided by the supplier includes at least: • generating visitor data from the counting target according to the needs defined by the department • transmitting visitor data by providing an interface (interface service) for transferring data to the department's data repository • transmitting visitor data by providing a user interface (user interface service) for viewing data • collecting visitor data from devices, and monitoring and reporting the accuracy and completeness of the data (including measurement verification calculations at defined intervals) • devices used for collecting visitor data as a lifecycle service (HaaS service, Hardware as a Service): - device installations, commissioning, maintenance, servicing, functionality testing and calibrations - monitoring device operation - removal and recycling of device installations. The buyer is currently mapping the procurement of a new data platform and is expected to tender it by the end of 2026. The supplier commits to submitting a tender to assist with integrations and to provide an interface for the visitor counting service to the data platform. The estimated total value of the procurement, excluding VAT, is 1,680,000.00 euros. The estimated value includes the actual contract period of two (2) years plus one (1) optional period of two (2) years. The procurement is divided into three (3) different sub-areas: - Sub-area 1: indoor locations - Sub-area 2: outdoor locations - Sub-area 3: multi-purpose outdoor locations. The supplier may submit a tender for as many sub-areas as they wish. Suppliers are selected for the framework agreement on the basis of overall economic advantage. The procurement of devices and services has set minimum qualitative requirements (quality criteria) that the offered devices and services must meet. In addition, the maximum prices (hereinafter ceiling price) for each sub-area are compared from the lowest to the highest in the price comparison. The supplier provides the ceiling price according to the most demanding example location defined by the buyer for the sub-area. Based on the tender, a framework agreement is concluded for the procurement, in which five (5) suppliers with the lowest ceiling price are selected per sub-area, unless there are fewer suppliers meeting the requirements. Suppliers selected for the framework agreement do not have the sole right to procurements subject to the framework agreement, but the buyer has the right to procure the same procurement subject outside this framework agreement. The buyer is also not committed to specific procurement quantities during the framework agreement.
