France – Compost boxes – M.2026-08 : Fourniture et livraison d'équipements de gestion de proximité des biodéchets

This consultation concerns the supply and delivery of proximity management equipment for organic waste within the territory of the Communauté d'Agglomération de la Provence Verte. This equipment aims to valorise on-site organic waste from users, whether they have a garden for direct composting or live in vertical housing and go to a shared composting site. The detailed technical description of the services to be performed is indicated in the Cahier des Clauses Techniques Particulières (C.C.T.P) and in the Bordereau de Prix Unitaires et Forfaitaires (B.P.U.F.) of each lot. This consultation is divided into 2 lots as follows:

Lot n°1: Supply and delivery of individual composters

This lot concerns the supply and delivery of individual composters made of recycled plastic with a capacity of 350 litres, accompanied by recycled plastic biowaste bins of 7 litres.

Lot n°2: Supply and delivery of collective composters

This lot concerns the supply and delivery of collective composters made of wood with a capacity of 600 to 1 000 litres.

The procedure followed is the Open Call for Tenders subject to the provisions of articles R.2124-1, L.2124-2 and R.2161.2 to R.2161-5 of the Code de la commande publique. This consultation will be conducted in accordance with articles R.2162-1 to R.2162-6 and R.2162-13 to R.2162-14 of the Code de la commande publique. This is a single-source framework agreement with purchase orders, therefore without competition during orders. It is specified that the needs will be greater during the first year of contract execution, involving a more substantial volume of orders. The following years will mainly correspond to restocking needs. To this end, the maximum annual amounts have been set separately for each annual execution period. For each of the lots, there is no minimum order amount and the following maximum order amounts are set for each year of the contract.

Lot 1: Supply and delivery of individual composters: No minimum threshold. Annual maximum order threshold: 1st year: 316 000 euros HT - 2nd year: 292 500 euros HT - 3rd year: 230 000 euros HT - 4th year 52 500 euros HT

Lot 2: Supply and delivery of collective composters. No minimum threshold. Annual maximum order threshold: 1st year: 75 000 euros HT - 2nd year: 47 500 euros HT - 3rd year: 35 000 euros HT - 4th year 25 000 euros HT.
