The City of Turku's procurement services invites applications to participate in a competitive dialogue procedure, the subject of which is the employment and career guidance services of the City of Turku and the municipalities of the Turku employment area participating in the procurement for the period 01.01.2027 (target) - 31.12.2028 + option period 01.01.2029 - 31.12.2030. The subject of the procurement is described in the annexes to the application. The annexes to the application are preliminary and will be specified during the dialogue rounds.

PROCUREMENT OF SERVICES

The City of Turku is procuring guidance services for the use of customers in the Turku employment area. This is a procurement exceeding the national threshold according to the e-annex to the Procurement Act. The procurement is divided into the following sub-areas:

Sub-area 1. Turku region (Turku, Raisio, Kaarina, Lieto, Paimio, Masku, Mynämäki, Naantali, Nousiainen, Rusko and Sauvo) and Turunmaa (Parainen and Kemiönsaari)

Sub-area 2. Vakka-Suomi (Laitila, Uusikaupunki, Kustavi, Pyhäranta, Taivassalo and Vehmaa)

Sub-area 3. Loimaa region (Loimaa, Aura, Oripää and Pöytyä)

Sub-area 4. Turku employment area: Employment Path

The estimated number of customers for the procurement period for the entire Turku employment area is approximately 2000 person-years/year. Approximately 80% of customers are estimated to be located in the Turku and Turunmaa region. The employment situation and the available budget may affect the number of customers. The contracting entity does not commit to any specific volume or value.

A maximum of four (4) service providers will be selected for the dialogue round for sub-areas 1 and 4. A maximum of three (3) service providers will be selected for the dialogue round for sub-areas 2 and 3. The invitation to tender will be sent to all service providers selected for and participating in the dialogue. Two service providers will be selected for sub-areas 1 and 4, each receiving 50% of the customer volume. One (1) service provider will be selected for sub-areas 2 and 3.

The responsibility for organising public employment services was transferred from the state's employment and business service offices to municipalities and municipal joint authorities on 1.1.2025 (hereinafter 'TE reform'). This procurement is based on the Act on the Organisation of Employment Services, which entered into force on 1.1.2025 (380/2023) and the obligations transferred to municipalities. This procurement is conducted for the use of the Turku employment area. The Turku employment area operates according to the model of a responsible municipality. The City of Turku acts as the responsible municipality and the procurement unit.

The municipalities included in the employment area are: Turku, Aura, Kaarina, Kemiönsaari, Kustavi, Laitila, Lieto, Loimaa, Masku, Mynämäki, Naantali, Nousiainen, Oripää, Paimio, Parainen, Pyhäranta, Pöytyä, Raisio, Rusko, Sauvo, Taivassalo, Uusikaupunki and Vehmaa.

The TE reform may result in changes to the units and organisations of the procuring entities providing TE services. Their locations, numbers and/or locations may change, increase or disappear during the contract period due to the TE reform. The TE reform may also result in other changes that affect this agreement. The contracting entity is not responsible for any changes that may result from the TE reform.
