Acquisition of frame contracts for the supply of ferrous chloride solution required for the removal of phosphorus and hydrogen sulfide in wastewater treatment, arsenic removal in drinking water treatment, and chemicals for preventing filamentation and removing phosphate for Debreceni Vízmű Zrt. 1) The present procedure aims at the creation of the DBR. Given the estimated value of the procedure, the Second Part of the Kbt. is applied according to Kbt. §106-107, i.e. the rules of the procurement procedure aimed at the establishment (so-called first, participation phase) and implementation (so-called second, tender phase) of the dynamic procurement system (hereinafter DBR). For inclusion in the DBR, the Inviting Entity applies the rules of the participation phase of the invitation procedure, and for the implementation of purchases within the DBR, the rules of the tender phase of the invitation procedure, with the deviations applicable to the DBR. [Kbt. §107 (1)-(2) paragraphs]. We draw the attention of the participants that in the present first, participation phase of the DBR, the participant may not submit an offer! 2) In the present, participation phase of the DBR, the Inviting Entity defines 2 categories (parts). 1. category (part): Procurement of ferrous chloride solution. 2. category (part): Procurement of filamentation prevention chemicals. 2) Duration of the DBR's existence: 36 months from the establishment of the DBR. Rules for participation 3) During the existence of the DBR, any economic operator (participant) who - is not subject to exclusion grounds - meets the suitability requirements and - submits a participation application compliant with the procurement documents may request inclusion in the system at any time. The condition for inclusion in the DBR is the submission of the participation application defined in the procurement documents, the prior proof of compliance with the suitability requirements, and the non-existence of the prescribed exclusion grounds. 4) The possibility to join the DBR - by submitting a participation application compliant with the procurement documents - is continuous, and in the second, tender phase, all participants - currently included in the DBR for the given procurement part - may submit an offer. A) In the first, participation phase of the DBR, there is an opportunity to submit participation applications until the participation deadline. B) After the expiry of the participation deadline prescribed in the first, participation phase of the DBR, there is an opportunity to join (submit a participation application) to the already established DBR at any time during its full period of existence. 5) Therefore, those economic operators who have not submitted their participation application for inclusion in the DBR by the expiry of the participation deadline in the first, participation phase, may do so at any time during the full period of existence of the DBR after the dispatch of the summary of the first, participation phase. In the case of a participation application submitted after the dispatch of the summary of the first, participation phase, it is also necessary to submit in the participation application all those documents whose submission is obligatory prescribed by the invitation to participate and the participation documentation. After submitting a valid participation application, the late applicants are included in the DBR and are only entitled to participate in the second, tender phase after inclusion. 6) We draw the attention of the applicants that if they submit their participation application after the expiry of the participation deadline for the establishment of the DBR but before the dispatch of the summary, their participation application will be considered late in this evaluation phase. In this case, the provisions of point 5) above apply. For the implementation of the concrete procurement needs, the Inviting Entity sends the invitation to tender to those economic operators who have been included in the DBR. If the participant submits their participation application after the establishment of the DBR and the Inviting Entity has not yet evaluated the application before sending the given invitation to tender, the Inviting Entity will not send the given invitation to tender to this participant. 7) In the first, participation phase of the DBR aimed at the establishment of the DBR, the participants must declare in advance in their submitted participation application, in accordance with the EEKD IV. chapter "alfa" point, about compliance with the minimum suitability requirement(s). The proofs prescribed within the minimum suitability requirement(s) do not need to be attached to the participation application, they must be submitted in the second, tender phase, based on the invitation of the Inviting Entity according to Kbt. §69 (4) paragraph. 8) We draw the attention of the participants that in the present first, participation phase of the DBR, the participant may not submit an offer! 9) In the second, tender phase of the DBR, the Inviting Entity evaluates the tenders according to Kbt. §76 (2) paragraph a) point, based on the lowest price, taking into account that in the procurement documents and technical descriptions of the second, tender phase, as well as in the draft contracts, the expected quality and technical requirements are concretely defined, and in the case of fulfilling the conditions defined in the draft contract sent simultaneously with the invitation to tender, the goods meet the requirements of the Inviting Entity, further quality and technical characteristics do not influence the selection of the economically most advantageous tender. The Inviting Entity defines other requirements related to the tender price in the tender phase. 10) In the present procedure, the Inviting Entity does not define a framework amount.
