Germany – Fire station construction work – Planungs- und Bauleistungen sowie Leistungen der Zwischenfinanzierung für den Neubau von zwei Feuerwehrgerätehäusern und einem Gefahrenabwehrzentrum in Ritterhude

The subject of this tender are planning and construction services as well as interim financing services in accordance with the tender documents for the new construction of two fire stations including a civil protection centre in Ritterhude. The municipality of Ritterhude in the district of Osterholz-Scharmbeck in Lower Saxony is obliged, in accordance with §1 and §2 of the Lower Saxony Fire Protection Act (NBrandSchG), to maintain a fire brigade that is capable of performing to the standard required by local conditions. The existing fire stations no longer meet today's requirements due to structural, functional and occupational safety deficiencies. To ensure a future-proof fire brigade infrastructure, the new construction of two fire stations at the locations of Ihlpohl-Platjenwerbe and Stendorf is absolutely necessary. The municipality of Ritterhude is also obliged to maintain a capable structure for civil protection and disaster control. The increasing demands due to extreme weather events, large-scale damage situations and crisis scenarios require a modern, robust and centrally organised infrastructure. The municipality currently does not maintain this. Therefore, the establishment of an infrastructure site for the areas of civil protection, disaster control and population protection is to be realised simultaneously with the two fire stations. The complete commissioning of the fire stations and the civil protection centre is planned for November 2029, the site FGH Stendorf is to be commissioned earlier. The plots of land designated for this purpose at the locations of Ihlpohl-Platjenwerbe and Stendorf are already owned by the municipality of Ritterhude. It is the aim of the municipality of Ritterhude to optimise the project in terms of life-cycle costs economically and to implement it with maximum cost and schedule reliability at a lump sum. The need for action requires timely implementation of the measure, for which the construction authority cannot provide sufficient capacities in conventional implementation. Under this condition, the project is to be implemented in an alternative procurement variant in a turnkey model. The TU overall measure includes planning, construction, construction interim financing and maintenance services for both sites. The final financing will be carried out via the municipality of Ritterhude, as will the later building operation. The warranty period according to the contract will be 5 years for all services, 10 years for the tightness of the roof. Further details on the tender can be found in the tender documents.
