Denmark – Infrastructure works consultancy services – Skibsteknisk Totalrådgiver til elektrificering af Lolland Kommunes Færgefart 2.0

Lolland Municipality seeks a marine technical Total Advisor to advise the municipality in connection with the electrification of the municipality's ferry services. The tender was first published in December 2025. Unfortunately, Lolland Municipality had to cancel the tender in January 2026 in order to clarify and adjust the material. This edition is therefore a retender. The advisor will assist Lolland Municipality and safeguard Lolland Municipality's interests throughout the entire process. Based on the current circumstances, the advisor will project manage and guide the municipality through the entire process.

Initially, one electric ferry will be procured and constructed. However, plans must be in place for there eventually to be two identical ferries serving the islands. This tender therefore aims to find and engage an external advisor for marine technical advice and project management in connection with the procurement of, and preparation for, the deployment of electrified ferries in Lolland Municipality.

The contractual relationship will take the form of a strategic partnership, where both parties wish to collaborate towards a common goal. Lolland Municipality's new advisor will guide and project manage in relation to the complete service. Tasks include, among other things:

- Conducting the necessary analyses and investigations in relation to project planning – including reviewing the existing ferry berths with a view to updating the berths to the necessary extent and managing any renovation work.

- Conducting the necessary analyses in relation to the necessary battery packs.

- Conducting/assisting with the assessment of the necessary infrastructure.

- Developing specifications and design for the new electric ferries.

- Project managing the design of the ferry as well as the preparation and work on the ferry berths and electrical infrastructure.

- Assisting with the potential electrification of Lolland Municipality's existing ferry Christine.

- Developing a BIMCO contract.

- Managing the necessary project management throughout the process.

- Conducting the necessary tenders, including shipyard tenders for one new ferry, but also tender/invitation to tender for other parts of the project.

- Developing and drafting the necessary documents.

- Managing the necessary construction inspections.

- Assisting with improvements to any errors and deficiencies after the ferry is commissioned (warranty period).

- Assisting with the identification and correction of errors and deficiencies upon delivery and after the ferry is commissioned (warranty period).

The full task description is outlined in Annex 1. A time horizon of up to 5 years from project start to the ferry being seaworthy is expected. In addition, the advisor must follow the ferry during the warranty period and in connection with mandatory inspections. A realistic plan will be developed together with the advisor and presented politically. The contract period is therefore estimated to be 84 months. This is an estimate, as the contract will in reality extend to the expiry of the warranty and/or rectification period for the ferry. The contract may therefore in reality be longer.

There are currently state funds allocated for the project. Lolland Municipality seeks an advisor with in-depth knowledge and expertise in the complete procurement of electric ferries, as well as in the preparation of the necessary surrounding conditions for future electric ferry operations. It is important for Lolland Municipality that the advisor has the necessary employees who can contribute to the project with concrete proposals and solutions. The advisor must have the necessary competencies to perform the role as an advisor, throughout the entire process from start to finish, and across the project's phases and areas. If there are parts of the project where the advisor does not internally have the necessary competence, the advisor must find and engage the supplementary qualifications. The advisor must be willing to deploy and potentially replace staff on the project, as the need for specialist competencies changes.
