Scope of the Contract: "Preparation of a Compliance Assessment of Investment Projects and Provision of Independent Construction Supervision During the Execution of Construction and Installation Works, Awarded by the Municipality of Sofia - "Ilinden" District, Including: - Compliance Assessment of the Investment Project with the Main Requirements for Construction in Accordance with Article 142, Paragraph 5 and Paragraph 10 of the Spatial Planning Act (SPA); - Provision of Expert Support to the Contracting Authority and the Designer in the Coordination of the Investment Project with the Competent Control Bodies, Operating Companies and Interested Parties; - Preparation of a Comprehensive Report in Accordance with Article 142, Paragraph 6, Item 2 of the SPA; - Exercise of Construction Supervision in Accordance with Article 168, Paragraph 1 in Connection with Article 168, Paragraph 2 of the SPA and Conduct of Inspection and Control of the Delivered and Incorporated Construction Products, Ensuring Compliance with the Main Construction Requirements in Accordance with the Requirements of the Ordinance under Article 9, Paragraph 2, Item 5 of the Law on Technical Requirements for Products; - Performance of the Functions of the Safety and Health Coordinator for the Construction Execution Stage in Accordance with Ordinance № 2 of 22.03.2004 on the Minimum Requirements for Health and Safety Conditions of Work in the Performance of Construction and Installation Works; - Preparation of a Final Report in Accordance with Article 168, Paragraph 6 of the SPA; - Preparation and Registration of a Technical Passport for the Construction in Accordance with Article 176a of the SPA and Ordinance № 5 of 28.12.2006 on the Technical Passports of Constructions. With the Execution of the Public Contract, the Contracting Authority Aims to Ensure Maximum Care for Year-Round Normal Operation in the Investment Process, by Providing a Quick Method for Selecting an Executor in the Event of a Need to Award Expert Services, within the Scope Described in the Attached Technical Specification, in Accordance with its Current Needs, for the Following Objects: - Transport and Related Technical Infrastructure – Roads, Streets, Sidewalks, Related Facilities and Others; - Transmission and Distribution Lines (Networks) of the Technical Infrastructure and Related Facilities in the Field of Water Supply, Sewerage, Electricity Supply, Heating, Gas Supply and Others; - Constructions Necessary for the Protection and Safety of the Population and Restoration of Areas from Disasters and Accidents; - Hydraulic Structures; - Parks, Squares, Pedestrian Zones, Gardens, Green Areas; - Physical Infrastructure for the Placement of Electronic Communication Networks and Facilities. The Contractor is Obliged to Perform the Tasks Assigned to Him under the Specific Contracts and to Ensure Legal, Quality and Timely Commencement, Execution and Completion of the Construction – from the Stage of Approval of the Investment Project to the Acceptance of the Execution and Commissioning of the Relevant Objects. The Contracting Authority Does Not Specify Quantitative Parameters in the Price Proposal, Given the Nature of the Procedure, Namely – Framework Agreement. Quantitative Parameters Will Be Specified for Each Specific Assignment Based on the Present Framework Agreement.
