Description

The subject of the procurement are the following services for persons with disabilities: - Training - Personal assistance - Special participation support - Supported decision-making - Multidisciplinary intensive support - Housing support - Child housing support - Short-term care - Day activities - Work activities. The procurement is carried out by the Central Uusimaa Wellbeing Services County. The procurement is carried out as a flexible electronic service provider register, (hereinafter the service provider register), which means a procedure designed by the procuring entity for procuring the services that are the subject of the procurement. The procuring entity carries out competitions within the service provider register as needed. The procurement procedure is two-stage. To be able to provide services, the service provider must first submit an application to participate and be accepted into the service provider register. After that, the service provider must submit a bid by responding to the procuring entity's invitation to tender. Submitting an application to participate does not oblige the service provider to submit a bid, but service providers may submit bids at their discretion. The service provider register is divided into classes. A bid can be submitted in the class or classes in which the service provider has applied for and been accepted into. The service provider register is valid for eight (8) years (until 30.10.2031), during which time internal tender competitions are conducted within the service provider register. The contracting authority may extend the validity of the service provider register with a new procurement notice. After the establishment phase, the procuring entity processes applications to participate within 10 working days from the receipt of the application to participate or, if the application arrives while the system is closed, from the reopening of the register. The contracting authority may extend the deadline to 15 working days for a justified reason. The contracting authority may also extend the processing time if no invitation to tender is published within the service provider register before decisions are made regarding matters related to acceptance into the system. The contracting authority notifies the extended processing time by a notice in the service provider register. The service provider register is closed annually for the month of July and from 15 December to 15 January. During this time, applications to participate are not processed and invitations to tender are not sent.
