The procurement is carried out in a procurement framework, which includes the City of Helsinki and DigiHelsinki Oy (hereinafter "the Contracting Authority"). The subject of the procurement is delivery and maintenance services, as well as further development and other expert services related to the Microsoft Dynamics 365 and Power Platform systems and technologies related to them (hereinafter also "Applications"). The services refer to both expert services for projects and development initiatives and ongoing services after implementation, such as support and maintenance services, further development, handling of change requests, technical expert support, architecture and integration expertise, tasks related to service management, and training. The services may include the definition, design, implementation, testing, and deployment of the Applications, as well as use, maintenance, support, and development services, architecture services, possible data migrations and integrations included in the implementations, harmonization support for processes during delivery, and assessment of license requirements, as well as training services and documentation. The Applications to be implemented based on this procurement target are produced on the Microsoft Dynamics 365 or Power Platform. A framework agreement will be established for the procurement, in which three suppliers will be selected in order of preference. The competition will be carried out through an open procedure. The participants in the procurement framework will each make their own procurement decision and conclude a framework agreement with the selected bidders. The maximum value of the procurement is nine (9) million euros (VAT 0%). Based on the framework agreement, the Contracting Authority and the Contracting Authority's sectors, authorities, business units, and DigiHelsinki Oy may purchase the Services or Continuous Services specified in the framework agreement through separate delivery agreements. The delivery agreements may also relate to the Applications implemented by the Contracting Authority itself or in cooperation with other contracting partners. If several suppliers participate in the implementation, maintenance or further development of the same Application, the division of responsibility and the cooperation obligations of the suppliers will be defined in the delivery agreement. The deliveries may also include components implemented using other technologies in connection with Microsoft Dynamics 365 and Power Platform implementations, such as integration with an external database, interface, or software component, etc. The target and scope of the procurement will be specified in more detail in the invitation to tender and its annexes.
