Description

The contractor (CN) commits to providing the managed operation of the casino in the Hugo-Junkers-Kaserne Alt Duvenstedt (property), as detailed in the performance description in Appendix 1 to the service contract, and to ensure this through independent business planning, including the independent deployment of goods and personnel. For the provision of the required service, the CN receives a monthly remuneration, the amount and calculation of which must be specified by the CN in its tender. The income generated by the CN within the scope of the casino operation also remains with it; only when the turnover achieved by the CN within a calendar year, plus the remuneration paid by the contracting authority (CA), exceeds the costs incurred for the casino operation, the remuneration by the CA is reduced by a portion of the amount exceeding the costs. The contract period is five years (with two possible extensions of one year each). The current start of service is scheduled for 11 January 2027; the latter is explicitly not guaranteed and may change during the course of the tendering process. The subject of the service is the provision of an attractive gastronomic offer by the CN, which, in addition to meals oriented towards the troops, creates an atmosphere that invites you to linger and enables a convivial togetherness. For the operation of the casino, the CA provides the CN with premises and property materials located therein. The transfer is free of charge, i.e. no rent is charged. The CA also bears the costs for the property operating services provided by the CA (facility management such as media supply (water, electricity, heat), wastewater disposal and waste disposal). Details are regulated in the regulations for the transfer of Bundeswehr properties to third parties as contractors [RÜL] (Appendix 3 to the service contract). The equipment of the dining rooms of the casino is carried out by the CN at its own expense. The CN is also responsible for the procurement of glasses, crockery and cutlery, the cash register system and the canteen wagon. The CN must offer certain dishes and drinks at contractually fixed prices (see Appendix 9 to the service contract, basic range). The prices are adjusted annually in February to reflect price developments. The availability of the basic range must be ensured. For all dishes beyond the dishes of the basic range, the CN is free to set the price. Details can be found in the contract documents, in particular the service contract and the performance description in Appendix 1 to the service contract.
