Germany – Telephone and data transmission services – Taunusstein: Bereitstellung eines flächendeckenden Gigabitnetzes und Angebot breitbandiger Telekommunikationsdienste in unterversorgten Gebieten (Dunkelgraue Flecken) der Stadt Taunusstein im Wirtschaftlichkeitslückenmodell.

The City of Taunusstein (hereinafter: "Granting Authority") aims to provide comprehensive access to Gigabit networks. Furthermore, the Granting Authority aims to strengthen its business location and ensure the competitiveness of its companies. Therefore, concessions contracts for the construction and operation of Gigabit networks as well as the provision of end-user services are to be concluded with telecommunications companies in the areas specified in more detail below. The Granting Authority has submitted an application for funding under the Federal Government's funding programme "Support for the Promotion of the Gigabit Expansion of Telecommunications Networks in the Federal Republic of Germany - Gigabit Guideline 2.0", 2nd Amendment of 13.01.2025, and has been granted provisional funding. In addition, the Granting Authority has applied for co-financing under the "Guideline for the Promotion of Gigabit Supply in the State of Hesse" and has also been granted provisional funding. The funding is to be provided through an investment grant in the amount of the so-called viability gap, i.e. in the amount of the difference between the net present value of all revenues and the net present value of the costs for network construction and operation. The conclusion of the grant contract (see Annex 4 to the Specification and the following Section D. V. 10) is subject to the condition that the corresponding funds (also) be granted in final amount and that the corresponding own contribution of the Granting Authority be made available in accordance with budgetary law.
