Poland – Software package and information systems – Wdrożenie e-Usług w Gminie Sompolno

The subject of the contract is the implementation of e-Services in the Municipality of Sompolno. The contract specifically includes the following tasks:

1) Implementation of systems enabling the use of public e-services

a. Domain GIS system – Road Infrastructure Management - creation of a road registry program with e-application support

b. Domain GIS system – Spatial Planning and Municipal Geoportal - purchase and implementation of a spatial management program with digitalization of applicable planning documents

c. Purchase and implementation of an electronic document circulation system with an e-service portal

d. Stakeholder portal with the construction and launch of e-services

e. Purchase and implementation of an electronic stakeholder service system, modernization of domain systems and a communication broker - communication of domain programs with document circulation along with a document repository

f. Purchase and implementation of a program for handling public procurement procedures

As a result of the implementation of the subject project, 15 new (currently unavailable) e-services will be introduced, including 10 at maturity level 4 and 5 at maturity level 5:

1. Retrieval of tender documents and submission of offers – maturity level 4

2. Electronic handling of real estate tax from individuals – maturity level 4

3. Electronic handling of real estate tax from legal entities – maturity level 4

4. Electronic handling of agricultural tax from individuals – maturity level 4

5. Electronic handling of vehicle tax – maturity level 4

6. Electronic handling of obligations related to municipal waste management – maturity level 5

7. Submission of an application for issuing an extract and a drawing from MPZP – maturity level 4

8. Submission of an application for issuing a certificate of land designation in MPZP – maturity level 4

9. Application for a drawing and extract from the study / POG – maturity level 4

10. Application for a certificate from the study / POG – maturity level 4

11. Application to determine the ordinal number of the building – maturity level 4

12. Application for a permit for the location/rehabilitation of an entrance – maturity level 5

13. Application for a decision on the matter of the location of the route of the designed cable connection – maturity level 5

14. Application for a decision on the temporary occupation of the road lane – maturity level 5

15. Application for a decision on the placement of devices in the road lane – maturity level 5

2) Training of system users and cybersecurity training

3) Delivery of an infokiosk

3. The subject of the contract is to be implemented for all users, particularly with regard to accessibility requirements for people with disabilities.

4. Subject evidence

1) In order to confirm the compliance of the offered products with the requirements of the Purchaser in the scope indicated in the contract subject description, based on art. 106 para. 1, in connection with art. 107 para. 1 of the Pzp Act, the Purchaser requires the submission, together with the offer, of subject evidence confirming the compliance of the solutions offered by the Contractor with the requirements of the Purchaser, i.e. a sample of the software provided.

2) The sample is a subject evidence serving to confirm the compliance of the offered solution with the requirements of the OPZ. Failure to demonstrate compliance with the requirements specified by the Purchaser using the sample will be treated as non-compliance of the offer content with the contract conditions.

3) Detailed requirements regarding the content of the sample and the method of its testing are contained in the Appendix to the SWZ Sample Testing.

4) The Purchaser, pursuant to art. 65 para. 1 point 4 of the Pzp Act, waives the requirement to use electronic communication media in the scope of the part of the offer – software sample, constituting the subject evidence.

5) In connection with the above, pursuant to art. 65 para. 2 of the Pzp Act, the Purchaser requires that the aforementioned sample containing two portable disks, prepared in accordance with the guidelines contained in the Appendix to the SWZ Sample Testing, be submitted:

a. by means of a postal operator in accordance with the Act of 23 November 2012 – Postal Law (i.e. Journal of Laws 2025, item 366 as amended) or

b. in person or

c. by means of a courier, to the address of the Purchaser: Sompolno Town Hall, 11 Listopada 15, 62-610 Sompolno by the deadline set as the offer submission deadline (i.e. by 28.09.2026 at 10:00) on the Purchaser's procurement platform, (before the offer submission deadline).

6) The sample should be submitted in a securely sealed package, preventing its opening without tearing, marked with the name and address of the Contractor, the name and address of the Purchaser, the reference number of the procedure – RZ.271.6.2026 and the annotation: "Software sample, do not open before 28.09.2026 at 10:15"

7) Regardless of the above, the remaining documents constituting the offer, in accordance with art. 65 para. 3 of the Pzp Act, the Contractor submits in electronic form on the Purchaser's procurement platform.

8) The date of submission of the offer is considered to be the date of its arrival on the Platform, and the date of submission of the sample is considered to be the date and time of its arrival at the Purchaser's headquarters, at the address indicated above in point 4).

9) The Purchaser will return the submitted samples on the terms resulting from art. 77 of the Pzp Act.

10) The Purchaser does not foresee the coverage of the costs of preparing the sample. The remaining conditions and obligations of the parties are contained in the contract project constituting the appendix to the SWZ.
