The subject of the contract entitled „ŽSR, ETCS L2 in the section ŽST Vrútky freight station (excluding) - ŽST Ľubochňa (excluding)“ is: - the preparation and delivery of project documentation at the design stage and the construction project in the details of the executive project including geodetic survey, - the provision of related engineering activities, the result of which will be the provision of a legally valid decision on the design and verification of the construction project (including the provision of an extension of their validity if necessary; and in the event that the decision on the design loses validity, the provision of a new legally valid decision on the design and verification of the construction project), - the provision of property-legal settlement of landowners by permanent expropriation or establishment of a real burden, and that for the purpose of the design, or in the case of a newly identified owner or owners as of the date of submission of the application for construction completion, if necessary, - the execution of construction works, - the provision of related engineering activities during the execution of construction works, the result of which will be the provision of a legally valid completion certificate or legally valid completion certificates, - the preparation and delivery of project documentation of the actual construction, (hereinafter also referred to as the "subject of the contract" in the appropriate grammatical form). The contract is awarded on the basis of the task from the Resolution of the Government of the Slovak Republic No. 604/2025 of 3 December 2025 on the proposal of the Action Plan to Increase the Safety of Railway Transport in Slovakia. The aim is to implement and introduce the ETCS L2 BL3 or higher version system in the section ŽST Varín - Výh. Paludza in parts ŽST Varín (excluding) - ŽST Vrútky freight station, ŽST Vrútky freight station (excluding) - ŽST Ľubochňa (excluding), ŽST Ľubochňa - ŽST Liptovská Teplá (excluding), ŽST Liptovská Teplá - Výh. Paludza, including integration into existing station and track safety devices, telecommunications infrastructure and traffic control systems for traffic control personnel. This contract relates to the section ŽST Vrútky freight station (excluding) - ŽST Ľubochňa (excluding). Currently, on the route section ŽST Vrútky n. s. - ŽST Ľubochňa (excluding) in ŽST Turany and Kraľovany, there is an electromechanical safety device with light signals and electromotor switches for controlling points, with a relay part operated by local dispatchers, on the track there is a centralized (Turany - Vrútky) and decentralized one-way (Ľubochňa - Kraľovany, Kraľovany - Turany) relay automatic block. The contractor, within the implementation of the subject of the contract, requires that the ETCS L2 BL3 or higher version system be designed into the existing railway infrastructure in such a way that it requires only necessary interventions into the existing railway network and its technological devices. The main principle is the maximum use of the current infrastructure and existing safety devices, while the new technological elements of the ETCS L2 BL3 or higher version system will be integrated in a way that minimizes construction modifications and operational restrictions. The proposed solution is to ensure the implementation of the ETCS L2 BL3 or higher version system with backward compatibility with lower ETCS versions BL2 and BL3 in accordance with the interoperability requirements according to the currently valid TSI CCS, while the scope of construction and technological modifications will be limited to those necessary for the functionality of the ETCS system, mainly the installation of track components, the establishment of control components and the provision of data communication. The proposed ETCS L2 BL3 or higher version technology must fully respect and take into account the current station safety devices, track safety devices, and crossing safety devices. When designing and implementing the subject of the contract, emphasis must be placed on maintaining the continuity of railway operations, minimizing interventions in the existing infrastructure and optimizing investment costs while achieving the required level of safety, reliability and interoperability of the railway network.
