France – Preventive maintenance services – PRESTATIONS DE LOCATION ET MAINTENANCE D'EQUIPEMENTS POUR LE DEGRAISSAGE LESSIVIEL DE PIECES MECANIQUES ET LAVAGE DES OUTILS DE PEINTURE (2 LOTS)

The consultation is divided into two lots as follows: lot n°1: Rental and maintenance services for equipment for the chemical degreasing of mechanical parts; lot n°2: Rental and maintenance services for equipment for the washing of painting tools. Candidates have the possibility to tender for one or more lots. Offers will be examined lot by lot. Candidates cannot submit variable offers depending on the number of lots that may be obtained. Each lot will result in the award of a separate contract. The services are described and performed in accordance with the provisions of the Particular Conditions of Contract (CCP) common to both lots. 2/ The present public contracts are awarded under a negotiated procedure, in accordance with Articles L2124-3, R2124-4 and R2161-21 to R2161-23 of the Public Procurement Code (hereinafter referred to as "the Code"). These are framework agreements within the meaning of Articles L2125-1.1° and R2162-2 and following of the Code. Each framework agreement is concluded with a single economic operator and executed in part by the issue of purchase orders, for the services described in the contractual documents and in part by the conclusion of subsequent contracts for needs for which all the contractual stipulations are not set out in the framework agreement documents. In accordance with Article R2162-4 of the Code, each framework agreement is concluded without a minimum commitment amount and with a maximum commitment amount over eight years, namely: lot n°1: 3,000,000.00 euros excl. VAT; lot n°2: 300,000.00 euros excl. VAT. 3/ The present framework agreements are public service contracts. They refer to the General Administrative Provisions applicable to Public Contracts for Supplies and Services (CCAG/FCS), approved by the Order of 30 March 2021. 4/ The duration of each framework agreement is eight years firm from its notification date. 5/ At the candidature stage, the documents transmitted with the Public Call for Tenders (AAPC) appear in the Consultation Regulations "Candidature Phase", attached as an annex to the AAPC. 6/ Candidates must obligatorily transmit their candidature (and their offer in a later phase) in a dematerialised manner via the site www.achatpublic.com. 7/ In a later phase, RTM will make the complete Consultation File for Businesses (DCE) available to candidates admitted to submit an offer, via the site www.achatpublic.com which will provide the latter with the download modalities. Candidates must transmit their offer obligatorily in a dematerialised manner via the website achatpublic.com.
