Description

The subject of this public procurement is „Delivery of hardware and software for the infrastructure of the payment solution“, for the needs of the National Toll Administration in accordance with Article 18, Paragraph 1, Item 1 of the Public Procurement Act. The Electronic Toll Collection System (ETCS) represents a critical national information system, through which uninterrupted processes for toll collection, processing of large volumes of transactions, law enforcement and control activities, data exchange with other systems, integration with payment and back-office systems, and provision of services to users, carriers, National Service Providers and control bodies are ensured. Therefore, the normal functioning of the data centers has a direct impact on the sustainability of the system, on the revenues from tolls and on the implementation of the legal powers of the API. The existing infrastructure was put into operation in the period 2018–2020 and, as of the current date, a significant part of the main ICT components has reached or is about to reach the end of its life cycle and/or the end of the manufacturer's support. This affects both the physical hardware resources and the basic software platforms necessary for the operation, management, monitoring, protection and recovery of the system. There is an increased risk of failures, inability to timely resolve incidents, lack of updates. In this regard, the objective of the public procurement is to deliver hardware and software for the infrastructure of the payment solution as the first step in replacing the hardware and software in the data centers. This need arises from the objective technological obsolescence of the existing physical infrastructure in the two data centers, as well as from the need to ensure the continuity of the ETCS for the next life cycle of the system. The data centers provide the computing power, data storage, communication connectivity, redundancy and physical basis for all central applications, databases and back-office processes of the ETCS and limited compatibility with new versions and potential vulnerabilities in the environment. The implementation of a modern communication architecture, based on Nexus and Catalyst switches, together with APIC controllers, is critical for building a software-defined network (SDN). The new equipment will ensure high-speed connectivity (up to 400G) and routing of traffic between the individual components of the Electronic Toll Collection System infrastructure, guaranteeing reliability, scalability and high fault tolerance in processing transaction data. The implementation of basic operating systems (Windows Server) and platforms for managing relational databases (SQL Server Enterprise) is key to ensuring the stability, performance and security of the transaction environment. The chosen software ensures direct support for the core payment processes of the Electronic Toll Collection System. The licensing ensures platforms for databases (Oracle), systems for virtualization and cloud security (VMware) and server operating systems (Red Hat). These components are critical for ensuring the transaction processes of the payment solution and for building a stable basic infrastructure for the needs of the National Toll Administration. The procurement aims to deliver the following items: • Software solutions and licenses - server operating system licenses 384 units - user access license 20 units - server database platform license Enterprise class 8 units • Virtualization platform - VMware Cloud Foundation or equivalent 384 units - VMware Cloud Foundation Firewall Security or equivalent 384 units - VMware Live Recovery Protected VM or equivalent 8 units - VMware Cloud Foundation - vSAN or equivalent 2 units • Virtualization platform Oracle Linux KVM Physical CPU Pair or equivalent 6 units • License for specialized software for collecting system logs on server with Windows OS - 8 units • Hyperconverged (HCI) server infrastructure server - 6 units • Storage and Archiving Infrastructure / Recovery and Backup Management – 1 unit • Professional video surveillance cameras - 4 units *Note: The requirements of the contracting authority for the execution of the order are detailed and indicated in the Technical Specification - Appendix No. 1 to the tender documentation.
