Bulgaria – Data security software package – „Доставка, внедряване и гаранционна поддръжка на комплексно решение от системи за киберсигурност и защита на информационната инфраструктура на БНР“

The subject of the public procurement: covers the delivery, installation and integration into the information system of the Bulgarian National Radio (BNR) of modern systems, solutions and software in the field of information security, accompanying hardware equipment necessary for use in the systems, connecting the individual components and commissioning an integrated modular platform for creating an operational centre for cybersecurity of the Bulgarian National Radio, as well as training of personnel and warranty support of the system. The operational centre for cybersecurity is intended to ensure a high level of protection against attacks on the BNR network and endpoints (servers and workstations). The integrated platform should include the following hardware and software components: - Centralized platform for collecting, analyzing and correlating information (SOC); - Next-generation network firewalls; - Threat detection and response system via network traffic analysis; - Identity protection system; - Privileged access management system; - Access control system; - Corporate Browser system for secure web, cloud and AI service use; - Vulnerability management system; - Email protection system; - Cyber resilience, archiving and recovery system; - Intelligence platform for cyber threats; - Accompanying hardware equipment necessary for use in the systems: 1,200 hardware devices (tokens) for robust multi-factor authentication; 8 specialized physical devices for the network traffic analysis system; 5 specialized operator workstations. At the time of the opening of the current public procurement, funding has not been secured. In this regard, the procedure is opened under the conditions of Art. 114 of the Public Procurement Act (ZOP). The execution of the contract begins only after the Client secures the financial resource and sends a written notification to the Contractor. The overall deadline for the implementation of the activities of the subject of the procurement (delivery, installation, integration and training) is up to 10 (ten) months. The deadline starts after the Client secures the financial resource and provides a written notification in accordance with Art. 114 of the ZOP. The activities under the contract are carried out sequentially in the following stages: Stage 1 (Delivery): The deadline for the delivery of hardware and software licenses is no more than 3 (three) months, from the date of confirmation from the Client of the secured financing for this public procurement and the presented guarantee for execution from the Contractor. Stage 2 (Installation and Integration): The deadline for the performance of installation and integration services is no more than 6 (six) months, from the date of signing a bilateral acceptance protocol for the delivery of hardware and software. Stage 3 (Training of administrators and users): The deadline for the performance of training activities is no more than 1 (one) month, from the date of signing the acceptance protocol for installation and integration. The warranty support period is not less than 36 (thirty-six) months, from the date of signing the final acceptance protocol for the commissioning of the integrated modular platform for creating an operational centre for cybersecurity in its entirety. This public procurement is conducted under the conditions of Art. 114 of the ZOP. In this regard and pursuant to Art. 114, para. 1 of the ZOP, the contract for the assignment of the execution of the public procurement will be considered assigned under a suspensive condition – with a deferred performance clause, which will be realized only upon secured financing.
