Finland – Transformers – Sähköasemien reaktoreiden hankinta 2027-2029
Description
The subject of the procurement is the fifteen (15) three-phase 20 kV oil-immersed shunt reactors with a rating of 2–5 MVAr to be delivered to Savon Voima Verkko Oy's power stations in 2027–2029. Some of the reactors will be equipped with a tap changer or a load tap changer. The nominal ratings, control types, control ranges, minimum step sizes, delivery locations and delivery times for each reactor are detailed in Annex 1 of the Invitation to Tender. The procurement includes: the design and manufacture of the reactors with the necessary oil, accessories, protective devices and secondary equipment, FAT tests for the reactors, transportation of the reactors from the supplier's factory to the delivery locations specified by the buyer, including insurance, import, customs, freight and other delivery costs, drawings, calculations, user and maintenance instructions, test certificates and other technical documents required for the design, foundation design, use and maintenance of the reactors, as well as other deliveries, tasks and obligations specified in the Invitation to Tender and its annexes. The reactors will be installed outdoors, either on the ground or on a concrete base under a roof. The reactors must be suitable for continuous year-round use in the temperature range of −40…+40 °C. The cooling method must be ONAN, the winding material copper and the vector group YN. The nominal voltage of the reactors is 20.5 kV and the frequency of the power system 50 Hz. The total losses of the reactors at a use temperature of 75 °C must not exceed 0.6 percent. The supplier must state the total losses for each reactor at a nominal rating and a use temperature of 75 °C in their tender. The loss values will be verified in the FAT tests in the manner specified in the tender documents, and the cost of losses will be taken into account in the overall economic comparison of the tenders. The external steel surfaces of the reactors must be protected with a duplex corrosion protection system as detailed in the technical specifications. Any separate radiators must meet the same corrosion class requirements as other metal surfaces. The acceptance tests will be carried out at the manufacturer's factory. The tests include, among other things, measurements of winding resistances and total losses, noise level measurements, insulation tests, insulation resistance measurements, and checks of the operation of control and protective devices. The buyer has the right to participate in the tests or appoint representatives to them. The supplier is responsible for arranging and paying for the tests, except for the personal participation costs of the buyer's representatives. The delivery term is Incoterms 2020 DDP to the delivery location specified in Annex 1 of the Invitation to Tender. The reactors will be delivered to the power stations located on Savon Voima Verkko Oy's network area in 2027–2029. The buyer has the right to change the delivery address within their network area under the conditions specified in the tender documents. The procurement does not include the installation, lifting or commissioning of the reactors. However, the reactors must be delivered with such transport equipment and in such a way that the reactor can be lifted directly upwards from the transport with a crane. The delivered reactors, devices and accessories must meet the requirements of the applicable national and European Union legislation, regulatory requirements and the standards and technical requirements specified in the tender documents. The standards applied in the procurement include, among others, IEC 60214, IEC 60296, IEC 60076-6, SFS 6000, SFS 6001, SFS 6002 and SFS-EN ISO 1461. A tender is requested for all fifteen reactors specified in Annex 1 of the Invitation to Tender as a single entity. The quantities of reactors are binding on the buyer. The options specified in the Invitation to Tender do not bind the buyer, but the buyer will decide on their use for each reactor before ordering the reactor in question. As options, prices are requested for a Pt100 temperature sensor with terminals and wiring, and for sampling and analysis of reactor oil 12 months after delivery. The procurement contract will be made with one supplier. The contract period begins with the signing of the contract and ends on 30.11.2029. The General Terms of Contract for Public Procurement of Goods, JYSE Goods 2025, will be applied in the procurement, with the exceptions specified in the Invitation to Tender and the procurement contract. The buyer reserves the right to terminate the procurement process if the conditions for implementing the procurement change significantly or if the investment, financing or other decisions required for the procurement are not made.
