Poland – Electricity, heating, solar and nuclear energy – Budowa wodorowego magazynu energii w ramach Przedsięwzięcia pn. "Działania inwestycyjne w zakresie budowy infrastruktury Klastra Energii Powiatu Ryckiego"

The subject of the contract is the supply, along with the related works and services, in the scope of: design, supply, assembly, integration and commissioning of a demonstration energy storage installation using hydrogen technology (hereinafter as "Energy Storage Installation"). The requirements for the Energy Storage Installation are specified in Annex No. 1 to SWZ - Functional User Program. The purpose of the Energy Storage Installation is to produce hydrogen from electrical energy, store it and later convert the stored energy into electrical energy, enabling the demonstration and operation of the system under real conditions. The supplied Energy Storage Installation will be located in Ryki, near the sports hall. The entire Energy Storage Installation must be integrated into a mobile container structure, complying with the applicable transport standards. The Energy Storage Installation must be equipped with its own power source, in the form of a PV installation. The PV installation must be integrated with the control system, enable effective cooperation with the electrolyser, energy storage and other system components, and also provide the possibility of connecting external power sources. The aim of the contract is to create a fully functional pilot installation, enabling the practical assessment of the operation of the hydrogen-based energy storage system, verification of its technical parameters and analysis of the effectiveness of integrating hydrogen technologies with the local energy infrastructure. The contract will be executed on a "turnkey" basis and includes all works necessary to achieve full operational readiness of the installation, including assembly, commissioning, functional tests and delivery of complete technical documentation. 2. The contract for the execution of the contract will be concluded with the Contracting Authority: Gmina Ryki. 3. The subject of the contract is necessary for the implementation of the Project entitled "Investment actions in the field of building the infrastructure of the Ryki County Energy Cluster" implemented by Gmina Ryki on the basis of the co-financing agreement no. KPOD.03.12-IP.05-0065/24 concluded with the Ministry of Climate and Environment, covered by co-financing under the National Reconstruction and Resilience Plan Investment B2.2.2/G1.1.2 Renewable Energy Installations implemented by energy communities, Part B support for energy community investments. The aim of the Project is to limit the negative impact on the environment while ensuring economic development and energy and ecological security of the country. 4. For the execution of the contract, the Contractor will receive a lump-sum remuneration, resulting from the offer submitted by him. 5. The subject contract is intended for the use of natural persons including the employees of the Contracting Authority, in connection with the above, the description of the subject of the contract has been prepared taking into account the requirements in the field of accessibility for disabled persons and design for all users (in accordance with art. 100(1) of the PZP). 6. As part of the implementation of the contract, the Contractor is obliged to: 1) Prepare design documentation, including obtaining the necessary legal approvals and administrative acts, covering in particular: a) development of the design concept; b) preparation of construction and installation projects in the field of networks, electrical and electro-energy installations and equipment; c) preparation of the executive project of connecting the installation to the Operator of the Distribution System (OSD) along with its approval in the company; d) if necessary - introduce changes to the issued connection conditions. The Contractor is also obliged to obtain on behalf of and for the benefit of the Contracting Authority: Gmina Ryki, a building permit, if it is necessary for the execution of the supply. 2) Supply of the Energy Storage Installation. 3) Carry out construction, assembly and installation works in accordance with the design documentation approved by the Contracting Authority, as mentioned in point 1, including all activities necessary to commission the complete system. 7. The implementation of the subject of the contract must be in accordance with the principle of "do no significant harm", in accordance with Article 17 of Regulation (EU) 2020/852 of the European Parliament and of the Council and the guidelines for projects financed from the KPO. The Contractor undertakes to ensure that the offered supplies and services do not violate this principle and will submit the appropriate declarations or documents confirming compliance. The applied solutions should be in line with each of the six environmental objectives of the principle: 1) Mitigation of climate change; 2) Adaptation to climate change; 3) Sustainable use and protection of water and marine resources; 4) Circular economy, including waste prevention and recycling; 5) Prevention and control of air, water or soil pollution; 6) Protection and restoration of biodiversity and ecosystems. 3. In accordance with Article 257 of the PZP, the Contracting Authority provides for the possibility of invalidating the subject procedure, if the public funds that the Contracting Authority intends to allocate for the financing of the whole or part of the contract have not been granted to it. The Contracting Authority, in accordance with Article 139 of the PZP, will first carry out an examination and evaluation of the offers, and then carry out a subjective qualification of the Contractor, whose offer was the highest rated, in terms of the lack of grounds for exclusion and the fulfillment of the conditions for participation in the procedure. A detailed description of the subject of the contract is contained in Annex No. 1 to SWZ. The Contracting Authority does not provide a local vision.
