Description
The subject of the contract is the execution of construction and assembly works, the purchase and delivery of two WN/SN transformers each with a capacity of 31.5 MVA, and a primary SN busbar for the task: "Construction of the 110/15 kV GPZ Świercze Power Station" to support the integration of renewable energy sources with the power grid through the development of smart energy systems in the area of influence of the task. 1.1. The scope of the works includes: a) levelling the terrain for construction, b) building the fence around the station, c) building the earthing and lightning protection installation on the 110 kV substation site, d) building the WN overhead substation in the H5 layout in the scope of primary and secondary circuits: laying foundations, assembling supporting structures and apparatus on structures, executing the busbar system 110kV, building cable ducts with drainage, laying control and signalling cables in ducts connecting the field cable boxes with the control cabinets in the control room, e) building two WN/SN transformer bays, f) purchasing, delivering and installing two WN/SN transformers each with a capacity of 31.5 MVA, g) building SN cable bridges connecting the WN/SN transformers with the 15kV substation, h) building roads on the station site and access from the municipal road Świercze – Klukówek (parcel 82), i) building the station site lighting, j) building the water supply connection, k) building the station technical building with installations, l) purchasing, delivering and installing 20 field SN switchgear in the technical building, m) building two own needs bays with compensating reactors, n) building the telemechanics and communication system, o) building a strung concrete tower for the TETRA communication system, p) building the Technical Protection System of the station, q) making changes in the primary and secondary circuits in the Ciechanów and Nasielsk stations, r) performing pre-commissioning tests and measurements of the WN and SN apparatus, s) performing the commissioning and start-up of the WN and SN fields. 2. The detailed description of the subject of the contract includes the design documentation constituting Annex No. 13 to SWZ and STWiORB (Annex No. 17 to SWZ). The contracting authority requires that the subject of the contract be executed in accordance with the guidelines (Annex No. 16 to SWZ) and instructions as well as the standards (Annex No. 18 to SWZ) and the contractual provisions (Annex No. 14 to SWZ) specified in this documentation. 3. The contracting authority requires that: 3.1. the execution of the subject of the contract is carried out exclusively using (irrespective of its method or scope) software, materials, products or devices that originate: 3.1.1. from the Member States of the European Union or 3.1.2. from third countries that are parties to the Agreement on Government Procurement of the World Trade Organization or other international agreements to which the European Union is a party, guaranteeing on the basis of reciprocity and equality access to the public procurement market, whereby the determination of origin is made in accordance with Article 60(1) and (2) of Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013 establishing the Union Customs Code. 3.2. the execution of the subject of the contract does not include: 3.2.1. any ICT product, ICT service or ICT process that has been indicated in the recommendation of the Government Plenipotentiary for Cybersecurity, issued pursuant to Article 33(4) of the Act of 5 July 2018 on the National Cybersecurity System, stating the negative impact of such ICT products, ICT services or ICT processes on the fundamental interest of the state's security (Article 226(1)(17) of the Public Procurement Law) and 3.2.2. any ICT product, the type of which has been determined in the decision of the minister responsible for informatization on recognising the supplier as a high-risk supplier, issued pursuant to Article 67b(15) of the Act of 5 July 2018 on the National Cybersecurity System, or any ICT service or ICT process specified in such a decision (Article 226(1)(19) of the Public Procurement Law). By "ICT product", "ICT service" and "ICT process" shall be understood respectively the product, service and process referred to in Article 2(12)–(14) of Regulation (EU) 2019/881 of the European Parliament and of the Council of 17 April 2019 on ENISA (the European Union Agency for Cybersecurity) and on cybersecurity certification in the field of information and communication technologies and repealing Regulation (EU) No 526/2013 (Cybersecurity Act), in the meaning of the Act of 5 July 2018 on the National Cybersecurity System. 4. The contracting authority, taking into account that the completion of the contract will take place after 1 January 2028, informs that it will not accept any devices using fluorinated greenhouse gases with a global warming potential of 1 or greater, as on the date of acceptance of the construction work it will not be able to put such a device into use in accordance with the content of Article 13(9)(a) and (c) of Regulation (EU) 2024/573 of the European Parliament and of the Council of 7 February 2024 on fluorinated greenhouse gases, amending Directive (EU) 2019/1937 and repealing Regulation (EU) No 517/2014. 5. The contracting authority ensures that in the investor's supply there is a module of the busbar joint in the busbar connector field, i.e. a compact module with SF6 insulation, which must be commissioned — in particular by applying the correct voltage — before 1 January 2028. 6. The contracting authority does not allow partial offers to be submitted. 7. The contractor will provide the contracting authority with a warranty on the conditions described in Annex No. 14 to SWZ. 8. The contract is part of the project entitled: Modernisation and construction of 14 power stations for the development of a smart grid, which is applying for financial support from the Funds for Infrastructure, Climate, Environment 2021 – 2027 (FEnIKS), Action 2.3.
