The “Procurement and Installation of Mechanical and Electrical Equipment at CHE Nehoiașu II, 110 kV Substation Extension” project primarily involves work for turbines, design activities (drawing up technical documentation for mechanical equipment, electrical equipment/objects), manufacturing/procurement, testing, packaging, transport, delivery, as well as the installation of new equipment and systems executed, tests and checks, both in the factory and on site, commissioning and training of personnel. The documented procurement through this contracting strategy aims to award a “turnkey” contract, which, in addition to the activities listed above, includes work, design, installation and commissioning of mechanical and electrical equipment at the power plant, namely:

i) Hydro unit: Turbine and ancillary equipment, including synchronous vent, generator, speed regulator, voltage regulator, spherical valve installation, aspirator batardou installation, batardou debușare canal fugă CHE Nehoiașu (Siriu Fall + Surduc Fall), auxiliary mechanical installations, 0.4 kV installations: General services - extension, own services aggregate

ii) Automation, control and protection systems of the hydro unit and the power plant: Centralised general plant automation system, own aggregate automation system, hydro unit automation system, electric energy measurement system, electric protection system with integration into the existing protection system, local plant dispatcher, diagnostic system

iii) Security assurance system: Fire detection and warning installation, integrated security system, voice-data communication system, installation for protection against pipeline rupture and intake, installation for measuring levels, net falls and turbine operating parameters, 1000 kVA own services transformer, DC installation, low voltage cable management and secondary circuits, grounding installation at the power plant and at the 110 kV substation.

Primary electrical equipment: 110 kV substation - extension, 110 kV substation secondary switching, encapsulated busbars, 63 MVA transformer, low voltage cable management and secondary circuits.

The requirements for each Technical Unit are presented in the respective CS. These CS include the execution of all works and the provision of all permanent and temporary materials, tools, accessories for transport to the site, including loading, unloading (if necessary reloading), painting, testing, participation in technological tests and in the commissioning of all electrical and mechanical equipment and accessories necessary for the execution of the works. To fully and correctly meet the Contract requirements, the Contractor will satisfy all the provisions of the CS and the General Technical Conditions, in correlation with the CS requirements for electrical equipment. The volume of works is established in the General Technical Conditions point 1.4.1, in the general conditions of the Contract and in the CS specified at point 1.1.2. from CS-E+M-0. GENERAL TECHNICAL CONDITIONS. ELECTRICAL AND MECHANICAL EQUIPMENT.

The Contracting Entity sets two deadline limits in which it will respond (CONSOLIDATED) clearly and completely to all requests for clarification/information, as follows:

1. DEADLINE FOR CLARIFICATION REQUESTS:

a) The first deadline, 30 days before the deadline for submission of Tenders;

b) The second deadline 20 days before the deadline for submission of Tenders.

2. DEADLINE FOR CONSOLIDATED RESPONSES:

a) 25 days before the deadline for submission of Tenders for requests from point 1, letter a;

b) 15 days before the deadline for submission of Tenders, for requests from point 1, letter b.
