Romania – Overhaul and refurbishment work – Execuție de lucrări pentru obiectivul de investiție „Creșterea eficienței energetice a clădirii publice – corp B, din cadrul Liceului Tehnologic Agricol «Alexandru Borza», oraș Geoagiu, județul Hunedoara” (cod proiect/SMIS 352841)

The procurement concerns the execution of construction and installation works to increase the energy efficiency of the public building with an educational function (Corp B – Building C8), part of the "Alexandru Borza" Agricultural Technical High School, Geoagiu, Hunedoara County. The building has a height regime of P+2E, was constructed in 1976 and, according to a technical expertise, is classified in the seismic risk class Rs III (susceptible to moderate damage from the design earthquake, without the need for major structural consolidation interventions). The works mainly include: thermal insulation of the opaque exterior walls (basaltic mineral wool 20 cm) and the base (XPS 10 cm); thermal insulation of the slab above the top level (EPS 150 – 30 cm) and the refurbishment of the roof in a non-circulable terrace variant, thermally and hydro-insulated, with a complete system for collecting rainwater; complete replacement of the exterior joinery with PVC joinery with triple-glazed low-E glass and shading systems; local repairs to concrete elements and loggias, protective walkways and finishings in intervention areas; modernisation of thermal and sanitary installations (replacement of static bodies, thermostatic valves, insulation of distribution), implementation of a mechanical ventilation system with heat recovery, installation of a new electrical system with LED lighting and sensors, as well as the installation of a 30 kWp hybrid photovoltaic system with a storage system (LiFePO₄ batteries). The works are carried out in accordance with the DNSH principle ("Do No Significant Harm"). The estimated value of the procurement: 4,048,383.19 lei excluding VAT, of which (by categories of construction expenditure, according to the budget export): • Land arrangement – 110,000.00 lei; • Environmental and site restoration arrangements – 86,200.00 lei; • Costs for the relocation/protection of utilities – 10,000.00 lei; • Construction and installations – 2,559,008.76 lei; • Installation of machinery, technological and functional equipment – 173,338.00 lei; • Machinery, technological and functional equipment requiring installation – 786,281.84 lei; • Site organisation – 323,554.59 lei. The deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 17 days before the deadline for submission of tenders. The contracting authority will respond clearly and fully to all requests for clarification by the 10th day, inclusive, before the deadline for submission of tenders. Requests for clarification must be submitted in an editable format.
