Romania – Remote-control siren devices – Furnizare, montare și punere în funcțiune 20 bucăți sirene electronice de 1200W în cadrul proiectului „Sustainable Weather Emergency Management (SWEM)”, ROUA00430 programul Interreg NEXT România-Ucraina 2021-2027, prioritatea 1, ”Focus transfrontalier asupra mediului”

The “Sustainable Weather Emergency Management (SWEM)” project aims to achieve Priority 1, “Transnational focus on the environment”, of the Interreg Romania – Ukraine 2021-2027 programme, with the specific objective being “Promoting adaptation to climate change, disaster risk prevention and resilience, taking into account ecosystem approaches”. The project will contribute to the fulfilment of the legal obligations of civil protection by the local public administration, as well as to the achievement of the strategic objectives and strategic development priorities of the Municipality of Baia Mare, by equipping it with civil protection equipment, materials and means to European quality standards. In order to comply with the legislation in force regarding the development of alerting systems, the Audibility Study for the modernisation and development of the public alerting and warning system of the Municipality of Baia Mare (approved by the General Inspectorate for Emergency Situations Bucharest (I.G.S.U.)) has been drawn up, which provides for an alerting and warning system consisting of a central alerting, warning and alerting centre to which electronic and electric sirens will be connected via the internet/intranet, GSM system and VHF radio channel. The study recommends the reconfiguration and modernisation of the alerting and warning system in the Municipality of Baia Mare, Maramureș County, through the procurement and installation of 20 electronic sirens with a power of 1200W, as follows: • 9 new electronic sirens with a power of 1200W; • replacement of 4 existing 600W electronic sirens with 1200W electronic sirens; • replacement of 7 existing 5.5 kW electric sirens with 1200W electronic sirens; The sirens will ensure the transmission of alarm signals and voice messages at an acoustic pressure superior to the maximum level of ambient noise, with at least 6dB. The procurement and installation of the 20 electronic sirens with a power of 1200W is necessary to comply with the legislation in force, which requires the development of alerting and warning systems, following audibility studies which, through accurate measurements, provide the necessary number of sirens, power and appropriate location for better efficiency, regarding the timely alerting and warning of the civilian population of the Municipality of Baia Mare in civil protection situations. The number of days within which clarifications can be requested before the deadline for submission of tenders will be: 18 days. The contracting authority will respond clearly and completely to all requests for clarification on the 11th day before the deadline for submission of tenders.
