The subject of the contract involves the design and execution of the reconstruction, modernization, and adaptation of pavilions no. 3, 4, 5, 9, 10 and 17, including installations, site development, and preparation of the facilities for the installation of fixed equipment necessary for the operation of organizational units. The implementation of the investment, while preserving the historical and architectural values of the pavilions listed in the register of monuments and the historical-spatial values of the entire hospital complex, will enable the improvement of the technical and functional condition of the facilities, increase the accessibility of psychiatric services, and achieve the minimum measurable physical effects indicated in the PFU. The implementation of the project should be planned sequentially, ensuring the continuity of the activities of the organizational units to the widest possible extent. The contractor is obligated to develop an initial concept of the phasing of the works, including the determination of necessary buffer solutions enabling the temporary relocation of medical functions, while ensuring the safety of patients and staff. The scope of the contract includes: 1) development of a multi-disciplinary programmatic-spatial concept; 2) development of complete design documentation, including a program of conservation works, 3) obtaining the required approvals, opinions, resolutions, and administrative decisions, including a building permit, permit from the Lubuskie Voivodeship Conservator of Monuments, and other permits required by law, 4) execution of construction works, including installations, 5) execution of conservation works, if they result from the decision of the Lubuskie Voivodeship Conservator of Monuments, 6) site development, including the execution of all necessary connections and reconstruction of technical infrastructure, 7) supply, installation, and commissioning of only fixed, built-in, installation, technological equipment, and devices necessary for the proper functioning of the facilities, if they have been indicated in the PFU or result from the approved design documentation (the purchase of movable equipment, movable furniture, medical equipment, and medical devices is not the subject of the contract), 8) conducting tests, measurements, commissioning, and training of personnel, 9) preparation of as-built documentation, 10) notification of the competent authorities of the completion of construction works and obtaining a permit for use. The contracting authority envisages contracts, as referred to in art. 214 para. 1 point 7 of the PZP Act. The contracting authority envisages, within 3 years from the date of award of the main contract, the possibility of awarding a contract consisting of the repetition of similar services or construction works, consistent with the subject of the main contract and not exceeding 30,000,000.00 PLN net (in words: thirty million zlotys). The condition for awarding a contract consisting of the repetition of similar contracts is the circumstance that: - the current contractor ensures at least as good a standard of execution of the new contract as the main contract, - the current contractor accepts the essential conditions of the current contract, - The contracting authority conducts negotiations with the current contractor in the manner of awarding a contract, specified in art. 213 and subsequent articles of the PZP Act, as a result of which, in particular, the remuneration and the deadline for the execution of such a contract will be agreed. The procedure is conducted in accordance with the principle of "Do No Significant Harm" (DNSH), as referred to in art. 17 of Regulation (EU) 2020/852 of the European Parliament and of the Council and in accordance with art. 5 para. 2 of Regulation (EU) 2021/241 of the European Parliament and of the Council establishing the Recovery and Resilience Facility. The contractor is obligated to prepare design documentation and to implement construction works in a manner that ensures no significant negative impact of the investment on the environmental objectives specified in art. 9 of Regulation (EU) 2020/852. The State Treasury-Ministry of Health has granted a subsidy for the subject of the contract on the basis of agreement no. DOI/FM/SIS/PSYCH/2026/823/8 for the granting of targeted subsidies for the co-financing of the implementation of the investment program entitled "Reconstruction, modernization of hospital buildings and upgrading of technical and medical infrastructure in order to improve the quality and accessibility of comprehensive psychiatric care in the Wielospecjalistyczny Szpital Wojewódzki in Gorzów Wielkopolski sp. z o.o."
