The subject of the order is the implementation of the task entitled: "Rebuilding and expansion of the Psychiatry Clinics of the Central Clinical Hospital of the Medical University of Łódź, building B1, ul. Czechosłowacka 8/10” for the Central Clinical Hospital of the Medical University of Łódź at ul. Pomorska 251 in the "design and build" formula. 2. The task is implemented under the agreement no. UMOWA nr DOI/FM/SIS/PSYCH/2026/305/51 for the grant of targeted subsidies for the co-financing of the implementation of the investment program entitled "Rebuilding, expansion and equipment of the Psychiatry Clinics of the Central Clinical Hospital of the Medical University of Łódź". 3. The subject of the order is the preparation of design documentation and the implementation of the order, which is carried out in the "design and build" formula regarding the rebuilding and expansion of the existing building of the Psychiatry Clinic - building B1 at ul. Czechosłowacka 8/10. 3.1. Task 1: expansion of building B-1 CSK in Łódź for psychiatric purposes. The subject of the order is the design and construction of a new single-storey, basement building, in which the new Admission Room, Mental Health Centre and Day Ward will be located. The Admission Room must meet all the requirements of the currently applicable regulations, have a larger number of medical offices and isolation rooms with full monitoring. The new building will be functionally connected to the existing building B1 by a link, which will be continued in the existing building at the first floor level to streamline transport and patient paths. After the completion of the link, the individual wards of the Psychiatry Clinic will be separated in such a way that it will not be necessary to pass through one ward to get to another. The investment will also meet fire safety regulations regarding fire routes and proper demarcation of fire zones, with particular consideration of horizontal and vertical evacuation routes in the planned expansion and in the renovated building. 3.2. Task 2: rebuilding of the existing building B-1 CSK in Łódź for psychiatric purposes. The designated parts of the ground floor of the existing building B1 will be renovated. The designated area on the ground floor of the existing building, designated for renovation, covers the areas currently occupied by the Admission Room and the Nuclear Medicine Department, whose relocation to another building outside the Psychiatry Clinic area will increase the safety of using building B1. The detailed surface area of the ground floor of building B1, which is designated for renovation, is shown on the ground floor plan in the architectural concept in PFU. It is necessary to adapt and optimize the solutions adopted in it to the requirements of the Ordering Party described in PFU. The attached documentation should be treated as indicative. The Investment Program was established by Resolution no. 8 of the Council of Ministers of 8.01.2026. 3.3. Location: The order is implemented in Łódź at ul. Czechosłowacka 8/10 on plot no. 52/5 and part of plots no. 403/2, 95/5 within W-14. 3.4. Description of the subject of the order: The scope of the order includes the preparation of the building design, obtaining a building permit, the preparation of a multi-disciplinary execution design, the performance of construction works together with obtaining a permit for use on behalf of the Ordering Party together with all necessary decisions, agreements, expert opinions, opinions, permits and the commissioning of the newly created areas of the Hospital according to PFU. A detailed description of the subject of the order is given in the Functional-User Program. The scope of the Contractor is to fulfil Decision no. ZZ/399/26 of 27.07.2026 together with the administrative costs resulting from the implementation of the decision. Description of the implementation of the subject of the order 3.6. As part of the implementation of the subject of the order, the following activities are planned to be carried out by the Contractor: 3.6.1. preparation of the building design for Task 1 together with obtaining a valid building permit; 3.6.2. preparation of a complete, multi-disciplinary execution design for Task 1 and Task 2; 3.6.3. commencement of construction works for Task 1; 3.6.4. commencement of construction works for Task 2 after obtaining a permit for use for Task 1 and relocating the Admission Room to the newly built space and relocating the Nuclear Medicine Department to building A8; 3.6.5. completion of construction works and works on the external area. 4. Construction works will take place on the site of the operating psychiatric hospital, therefore the construction site must be clearly marked and secured against intrusion by unauthorised persons. Works and all related activities must not disrupt the operation of the hospital or endanger patients and staff. 2.1. The Contractor is obliged to complete the order in full within 23 months from the date of signing the contract, with the reservation of changes provided for in the contract template, but no later than 30.11.2028.
