Description

4.1. The subject of the contract covered by this procedure is the development of an architectural and construction concept and multi-disciplinary design and cost documentation, including obtaining a building permit and providing author supervision for the investment task entitled "Implementation of comprehensive multi-disciplinary design and cost documentation for the Renovation of the District Court building in Przemyśl, including providing author supervision." 4.2. The scope of the contract subject includes: 1) Development of the architectural and construction concept, 2) Development of multi-disciplinary design and cost documentation, including the submission, on behalf of the Contracting Authority, based on the power of attorney granted by the Contracting Authority, of a complete application for a building permit decision, including, among others: a) obtaining a map for design purposes to the extent necessary to develop complete design documentation, b) obtaining an extract and drawing from the local spatial development plan, c) obtaining the necessary technical conditions from network operators, d) obtaining all necessary agreements and consents, e) development of geological and engineering documentation, g) development of a construction project in the scope taking into account the specifics of the works, h) development of an executive project, which should supplement and detail the technical project, to the extent and degree of accuracy necessary to prepare the list of works and the investment cost estimate, as well as to the extent enabling the preparation of an offer by the Contractor and the implementation of construction works. The project should be prepared to such a degree of detail that it is possible to carry out construction works without additional designs, i) development of an arrangement and interior design project, including complete fixed and movable equipment of the object and marking of individual rooms, j) development of a technical specification for the execution and acceptance of works, k) development of the list of works, l) development of the investment cost estimate (detailed and simplified) and the development of WKI (investment cost value in the applicable structure), j) development of documentation necessary to conduct a meeting of the Technical and Economic Commission and the preparation of annexes to the protocol with KTE, k) updating the Investment Programme (PI) – according to the applicable MS template, taking into account the detailed guidelines, instructions and comments of the MS, l) implementation of a fire scenario, m) adaptation of the object to the needs of people with special needs (Braille signs, signage, communication, induction loops, special workstations, etc. DESIGNING WITHOUT BARRIERS - GUIDELINES), n) inclusion of the accessibility audit report and guidelines entitled "Model of an accessible court", l) application of key technical parameters resulting from the Investment Programme 3) The documentation must include the phasing of the works and solutions ensuring the continuity of the court's operation during the implementation of the investment (especially during the replacement of cabling and construction works). In this regard, in the part concerning telecommunication installations, it is necessary to specify the obligation to design alternative cable routes enabling the parallel operation of the old and new infrastructure (until full transition). 4) The design documentation must be agreed with the Provincial Conservator of Monuments, in accordance with the requirements resulting from the monument character of the object, 5) The design documentation must provide for the full integration of security and building management systems, in accordance with the scope described in the Investment Programme, 6) The design documentation must cover the full scope of telecommunication, telecommunications and technical security systems of the building, including: structural LAN cabling, dedicated power supplies for telecommunications equipment, distribution points and telecommunication cabinets, cable routes, CCTV/VSS television surveillance system, intrusion and attack alarm system SSWiN, access control system SKD, intercom or videophone or intercom system, paging installations and other low-voltage systems necessary for the proper functioning of the court building. 7) Design solutions in the field of telecommunications infrastructure and technical security systems must take into account the existing technical, organisational and safety standards applicable to the Contracting Authority, especially in the field of network structure, distribution points, system separation, device management, administrative accounts, addressing, event logging and system handover rules. 6) Design documentation concerning telecommunications systems and IP devices used in technical security systems, including CCTV/VSS, SKD, SSWiN, videophones, intercoms, recorders, controllers and managing devices, must take into account the requirements of telecommunications security, especially network segmentation, separation of security system traffic from user networks, secure administration principles, software updates, event logging and the possibility of integration with the existing infrastructure of the Contracting Authority. 7) Design solutions concerning telecommunications installations, telecommunications systems and technical security systems require agreement with the IT unit of the Contracting Authority and persons responsible for the security of the object, especially in the field of the location of distribution points, cable routes, logical points, cameras, passage controllers, access control readers, alarm centres, recorders and the method of integration with existing systems. 8) In the field of CCTV/VSS, SKD and other systems processing personal data, the design documentation must take into account the requirements resulting from the RODO and the Act of 10 May 2018 on the protection of personal data, especially the principle of data minimisation and limitation.
