The subject of the contract is the “Modernisation of DN71 Baldana – Targoviste – Sinaia, km 0+000 – km 44+130 widening to 4 lanes and km 51+041 – km 109+905 two-lane road, Sector 2: Targoviste – Sinaia km 51+041 – km 109+905 two-lane road” Design and Execution Supervision Services. This will involve the provision of high-quality supervision services, both during the design and execution phases of the works, and throughout the warranty period of the works, in order to ensure the correct use of available funds and to ensure that the Contractor designs and executes the works in accordance with contractual obligations, particularly in terms of duration, quantity, quality, and cost of the design and works. In accordance with the provisions of Article 160 (1) of Law No. 98/2016, as amended, the deadline by which any interested economic operator participating in the public procurement procedure has the right to request clarifications or additional information regarding the award documentation is 18 days before the deadline for the submission of tenders. In accordance with the provisions of Article 160 (2) of Law 98/2016, as amended, the Contracting Authority sets a single deadline by which it will respond to all requests for clarification/information, as follows: 11 days before the deadline for the submission of tenders. The deadline for responding to clarifications has been set so that economic operators have an adequate period for analysing the award documentation and, subsequently, for preparing their tenders in light of the responses provided by the Contracting Authority. In accordance with the provisions of Article 104 (8) of Law No. 98/2016, the Contracting Authority opts for the subsequent acquisition of new similar services from the tenderer whose tender will be declared the winner in the present public procurement procedure, in the amount of 3,080,000.00 lei excluding VAT, the value representing 20% of the estimated value of the contract (excluding provisioned amounts and implementation reserves). The Total Estimated Value of the contract (including similar services) is 20,269,000.00 lei excluding VAT. The minimum value of the range in Section II.1.5 represents the estimated value of the present procedure, based on which the tender will be prepared and evaluated, and the maximum value of the range in Section II.1.5 represents the estimated value that includes both the estimated value of the present procedure and the value of possible new similar services in accordance with Article 104 (8) of Law No. 98/2016.
