Description
The subject of the procurement is the leasing of medical staff for the services of child welfare institutional care. The procurement is divided into the following sub-areas: 1. Substance abuse and mental health services 2. General medical services 3. Neuropsychiatry and developmental medicine services The buyer is not committed to any procurement quantities, but the service is ordered as needed. The exact contents and requirements for the services to be procured and the doctors to be leased are set out in the service description attached to the invitation to tender. The bidder may submit a bid for one or more sub-areas of the invitation to tender with a single bid. The bid comparison is made on a sub-area basis. The comparison of bids is based on the lowest price. All bidders who meet the suitability requirements and other mandatory requirements set out in the invitation to tender and whose bid is in accordance with the invitation to tender are included in the comparison. A framework agreement will be established in the procurement. For the framework agreement, a number of service providers that meet the buyer's needs are selected for each sub-area and they are placed in a priority order according to the lowest price. Orders are made in accordance with the priority order of the framework agreement, i.e. an order is always first made from the first service provider in the priority order. If the service provider in question cannot offer a doctor who meets the requirements within a reasonable time, the next service provider in the framework agreement is moved to. The buyer specifies in the order what is a reasonable time for that order. It is possible to deviate from the priority order due to customer-specific needs, in which case the buyer selects from the service providers of the framework agreement the service provider whose doctor best meets the customer's needs. It is also possible to deviate from the priority order in an emergency, in which case the buyer selects from the service providers of the framework agreement the service provider who can deliver a doctor who meets the requirements to the buyer on the fastest schedule / shortest response time.
