According to Commission Regulation (EU) 2017/2196 of 24 November 2017 establishing a network code on emergency and restoration of the electricity transmission network, the transmission system operator (TSO) responsible for the control area, 50Hertz Transmission GmbH (hereinafter: TSO) maintains network restoration plans to enable independent network restoration using a bottom-up strategy. To facilitate efficient and rapid network restoration in the event of an emergency or blackout, the necessary equipment is required to independently energize parts of the transmission network without external voltage supply and to provide the power required for network restoration. This equipment is referred to as black-start units. According to § 12h of the Energy Industry Act (EnWG) and the determination of the Federal Network Agency BK6-21-023 of 13.01.2023, the non-frequency-dependent system service "Black-start capability" is to be procured in a transparent, non-discriminatory and market-based procedure.
