Poland – Natural gas – Gorzowska Grupa Zakupowa. Kompleksowa dostawa gazu ziemnego w okresie od 01.01.2027r. do 31.12.2027r.

1. Contracting Authority: City of Gorzów Wielkopolski - Leader of the Buying Group, Gmina Bogdaniec, Gmina Drezdenko, City of Gorzów Wielkopolski - Municipal Housing Management in Gorzów Wielkopolski, Gmina Karnice, Krośnieński County, Gmina Lubiszyn, Gmina Piława Górna, Gmina Santok, Municipal Transport Company in Gorzów Wielkopolski Ltd., City of Gorzów Wielkopolski - Sports and Recreation Center in Gorzów Wielkopolski, Water and Sewerage Company Ltd. in Gorzów Wielkopolski, City of Białogard, Gmina Budzyń, Municipal Cultural Center, City and Gmina Gołańcz are conducting a joint procurement procedure for the award of a public contract, the subject of which is the comprehensive supply of gaseous fuel – supply of high-methane natural gas with the symbol E along with the distribution service and nitrogenated natural gas with the symbol Ls along with the distribution service. The procedure is conducted by the Authorised Representative Pomorska Grupa Konsultingowa S.A. with its registered office in Bydgoszcz. 2. Individual contracting authorities will award contracts in accordance with the description in Sections III.1, III.2, III.3, III.4 of the SWZ. 3. The subject of the contract is the comprehensive supply of gaseous fuel – supply of high-methane natural gas with the symbol E along with the distribution service and nitrogenated natural gas with the symbol Ls along with the distribution service. 4. CPV Code: 09123000-7 – natural gas 65210000-8 – gas transmission 65200000-5 – gas transmission and similar services. 5. The contract will be awarded in four parts: Part 1 of the contract – Comprehensive supply of high-methane natural gas with the symbol E – tariff protection Part 2 of the contract - Comprehensive supply of high-methane natural gas with the symbol E – no tariff protection Part 3 of the contract – Comprehensive supply of nitrogenated natural gas with the symbol Ls – tariff protection Part 4 of the contract - Comprehensive supply of nitrogenated natural gas with the symbol Ls – no tariff protection. The contractor may submit a bid for any number of parts. 6. Details regarding the consumption of gaseous fuel, distribution parameters in individual PPG are described in Annex No. 1a, 1b, 1c, 1d to the SWZ - List of gas reception points PPG. The data is indicative. The estimated size of the contract subject was determined based on historical data (previous consumption in facilities over the last 12 months, taking into account possible changes in the use of facilities). The contractor should take into account possible fluctuations in demand, for example, due to weather conditions, which the contracting authority cannot predict. A decrease or increase in the amount of gaseous fuel does not entail any consequences for the contracting authority (recipients), except for the obligation to pay for the actual amount of gas taken and the transmission service in accordance with the applicable OSD Tariff. 7. The contracting authority informs that if the Operator of the Distribution System at the time of reporting the contract for implementation questions the tariff groups indicated in the procedure, then the contracting authorities agree to adjust the tariff groups to those in force at the OSD. 8. Recipients are not bound by promotional contracts/offers. 9. The contractor, based on the power of attorney granted, will be obliged to report the contract to the OSD on behalf of itself and the contracting authorities (recipients) in accordance with the applicable regulations, and to represent them before the OSD in the process of changing the supplier. 10. The contracting authority will apply art. 139 para. 1 of the Pzp Act, i.e., first of all, it will carry out an examination and evaluation of offers, and then it will qualify the contractor, whose offer was the highest rated, in terms of the lack of grounds for exclusion and meeting the conditions for participation in the procedure.
