The subject of the contract is the award of specialist planning services for all plant groups of the technical equipment for the new construction of a primary school in the district of Emstekerfeld. The city of Cloppenburg plans the new construction of a primary school in the district of Emstekerfeld. The starting point of the considerations was initially the examination of whether the existing school site—characterized by numerous, partly over 100-year-old building parts from different construction phases—could be adapted to current requirements through renovation measures. In a first step, it was examined to supplement the existing structure with a canteen. In the further course of the planning, additional space requirements were identified that went beyond the original objective. These include, among other things, additional classrooms and functional rooms. Additionally, the energetic renovation of the entire stock came into focus. Based on this, the total costs for a comprehensive renovation including all necessary renovation measures were determined. For comparison, a feasibility study for a complete new construction of the school was created, based on the areas of the hypothetically renovated and expanded stock. The results of this investigation showed that a new construction is the more reasonable solution from economic and functional points of view. With the political decision in favor of a new construction, further requirements arose. New educational concepts, changed learning forms as well as additional space requirements—especially for social work, differentiation offers and modern learning environments—led to a significant expansion of the space program. This was politically decided and forms the binding basis for further planning. The new construction is to be designed as an energetically optimized building and implemented according to the requirements of the QNG standard. A modular construction method or the consideration of modular approaches is explicitly desired in order to enable an economical, flexible and sustainable realization. Furthermore, the building is to be planned in such a way that a later extension on the gable sides is possible in order to be able to react to future developments. Complete barrier-free accessibility is to be ensured; the installation of an elevator is mandatory.
