Winter road maintenance aims to mitigate the inconveniences associated with the occurrence of weather phenomena during the winter period. The rules of the works carried out and the technology of the service result from the currently applicable standards for winter road maintenance (Annex No. 10 to SWZ). The winter road maintenance standards describe the condition of the road maintenance for a given standard and the permissible deviations from the standards after the cessation of snowfall and the occurrence of the phenomenon. The service consists of clearing roads, streets and accompanying facilities (bus bays, parking lots) of snow, ice, mud and eliminating winter slipperiness, monitoring and controlling the condition of the road surface and streets and one-time cleaning after the winter period. More than 50% of the roads are roads with a gravel surface and a width of approximately 2.5-5.0 m, the rest with a bituminous, destructed, surface stabilized with asphalt emulsion. The area of the Municipality has been divided into 3 parts/areas, which determine the scope of the Contractors' activities. The planned winter road maintenance covers approximately 293.86 km of roads and approximately 6,500 m2, according to the table in the SWZ and according to the price forms for the individual parts/areas. The scope of the service will be carried out in accordance with the conditions of the SWZ together with its annexes and on the basis of the provisions of the concluded contract. All the requirements specified in the above-mentioned documents constitute minimum requirements, and their fulfillment is mandatory. Failure to meet the above minimum requirements will result in the rejection of the offer as non-compliant with the terms of the contract pursuant to art. 226(1)(5) of the Pzp.
