2M-IT Oy operates on an in-house principle and procures and produces ICT solutions and services for its owner-customers as their procurement unit for joint and framework procurement. The owner-customers, the Wellbeing Areas of Southwest Finland, Satakunta and Ostrobothnia (the final customers, "Final Customer" / "Final Customers"), have together with 2M-IT Oy initiated a competitive negotiated procedure with a call for competition and a participation request, the subject of which is the procurement of a comprehensive HR solution as a SaaS service. The subject of the procurement is a possible HR solution set (”Solution”) consisting of several information systems and services. The system set (”Systems”) to be procured as a SaaS service consists of the following systems: personnel data management (HRM), travel and expense management, payroll, and workforce management, including e.g. shift scheduling. The procurement covers the necessary integrations. The procurement seeks a responsible partner who will deliver the Solution and the Systems included in it. In addition to the use rights of the Systems, the procurement during the procurement procedure specifies the implementation and commissioning, support and maintenance services, technical user service environment, and further development services of the Systems and services that are the subject of the procurement. The procurement seeks a single main supplier who is responsible for the Solution and the related services. The procurement does not include, for example, services related to payroll itself. The subject of the procurement is specified during the procurement procedure. Separate agreements will be made with the selected supplier and 2M-IT Oy regarding the procured entity on a per Final Customer basis. 2M-IT Oy will make its own, separate agreements with the Final Customers. The Project Description with its appendices attached as an appendix contains more detailed preliminary information, for example, on the procurement procedure and preliminary implementation schedules, descriptions of the subject of the procurement, the progress of the procurement procedure, the application for participation and the selection of candidates, as well as the selection and comparison criteria.
