Poland – Refuse and waste related services – „Odbiór i zagospodarowanie odpadów komunalnych z terenu gminy Łomianki w roku 2027 w ramach gminnego systemu gospodarowania odpadami komunalnymi.”

1. The subject of the contract is the provision of services: collection, transport and disposal of municipal waste from property owners where residents live, located in the area of Łomianki Municipality, as well as collection, transport and disposal of municipal waste from the Municipal Point of Selective Collection of Municipal Waste, ul. Brukowa 2E. The service should be provided in a manner that ensures the achievement of appropriate levels of recycling, preparation for reuse and recovery by other means, as well as the reduction of the mass of biodegradable municipal waste transferred for disposal. 2. The contractor is obliged to comply with the following legal provisions during the contract period: 1) the provisions of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities, 2) the provisions of the Act of 14 December 2012 on waste, 3) the provisions of the Act of 27 April 2001 on Environmental Protection Law, 4) the provisions of the Minister of Environment Regulation of 11 January 2013 on detailed requirements for the collection of municipal waste from property owners, 5) the provisions of the Minister of Climate and Environment Regulation of 10 May 2021 on the method of selective collection of selected waste fractions, 6) the provisions of the Waste Management Plan for the Mazowieckie Voivodeship, 7) the valid resolution of the Municipal Council of Łomianki on the regulation of cleanliness and order in the area of Łomianki Municipality, 8) other legal acts that have been created and are in force during the service provision period. 3. The contract includes the following tasks: 1) collection, transport and disposal of municipal waste from property owners where residents live, including the collection, transport and disposal of post-Christmas trees from property owners where residents live, 2) collection, transport and disposal of municipal waste collected at the Municipal Point of Selective Collection of Municipal Waste (GPSZOK), 3) collection, transport and disposal of waste from Points of Selective Collection of Expired Medicines, 4) supply and distribution of bags and containers for waste, 5) supply of containers and bins for GPSZOK service, the Buyer allows the use of "compactor containers", 6) collection, transport and disposal of waste collected in sets of bins for segregation located in public areas, 7) maintenance of cleanliness and order around the bins, 8) conducting educational campaigns for residents on waste segregation, i.e. preparing posters and leaflets on proper segregation, promoting proper ecological attitudes, encouraging changes in consumer habits by, for example, using reusable products or giving items to others for reuse etc. Maximum of two campaigns per year.
