The subject of the procurement is the 24/7 child welfare services for children and families. The procurement of 24/7 child welfare services is carried out as a joint procurement by the Uusimaa well-being areas. The well-being areas participating in the joint procurement are: City of Helsinki, Eastern Uusimaa well-being area, Central Uusimaa well-being area, Western Uusimaa well-being area, and Vantaa and Kerava well-being area. The social and health services of the City of Helsinki are responsible for the implementation of the procurement. By 24/7 child welfare services is meant the placement of a child, alone or together with a parent, arranged as support for open care, according to section 37 of the Child Welfare Act, foster care according to section 49, and 24/7 family rehabilitation according to section 36. The services have in common that support or care and care are available around the clock. The provision of 24/7 child welfare services to the customer is based on an assessment and decision made by a social worker responsible for the child's affairs. The services are provided to families for whom there is concern or assessment-based information that the child's growth environment has deficiencies that threaten his or her development. The customer's individual situation and the objectives set for the service provided are recorded in the customer plan. The competitive procurement of 24/7 child welfare services has been divided into eight sub-areas: Sub-area 1: Contractual family care Sub-area 2: Contractual reception family activities Sub-area 3: Professional family care Sub-area 4: Basic level institutional care Sub-area 5: Special level institutional care Sub-area 6: Intensive level institutional care Sub-area 7: Special care Sub-area 8: Special level family rehabilitation The contract period starts on 1.1.2027 and is currently in force.
