Description

The competition is conducted in an open, single-stage procedure, in accordance with the provisions of the Act of 11 September 2019 on Public Procurement (Journal of Laws of 2024, item 1320, as amended), and the regulations and other executive acts issued on this basis, as well as the provisions of the competition regulations. The aim of the competition is to obtain, for the Contracting Authority, the best architectural and construction concept, in terms of functionality, spatial and aesthetic, of the building "XYLOPOLIS" – Center for Art and Wood Science, along with the development of the land necessary for the proper and rational functioning of the aforementioned object, which is part of the property consisting of land registry plots no. 3371/1, 3371/2, located at ul. Doc. Adama Dowgirda in Hajnówka. A detailed description of the subject of the competition is set out in Section IV of the competition regulations and in Annex No. 3 to the competition regulations. The competition schedule, including the deadline for submitting competition entries and applications to participate in the competition, is set out in Section I, Clause 5.1 of the competition regulations. Information on the conditions for participation in the competition, as well as the preparation and manner of submitting an application to participate in the competition, is set out in Section VI of the competition regulations. Information on the scope, form of preparation, and manner of preparation and submission of competition entries is set out in Section VII of the competition regulations. The evaluation of the anonymised competition entries will be carried out by the Competition Jury on the basis of the criteria set out in Section VIII of the competition regulations. The procedure for resolving the competition, i.e. selecting the best competition entry (1st Prize) and awarding the remaining cash prizes, will be carried out by the Competition Jury in accordance with the provisions of Section VIII of the competition regulations. The results of the competition will be presented for approval by the Contracting Authority's Manager after the competition has been resolved by the Competition Jury and made public in the manner determined in the competition regulations. Participants in the competition whose competition entries receive cash prizes will be invited by the Contracting Authority to submit personal evidentiary means confirming the possession or disposal of persons holding construction authorisations in the architectural speciality without restrictions, as mentioned in Section VI of the competition regulations, with a deadline for their submission. The validity of the competition resolution results will occur within the timeframe set out in the provisions of the Act of 11 September 2019 on Public Procurement. The competition has a realisation character, i.e. it is a procedure in which the Contracting Authority envisages awarding the author of the competition entry selected by the Competition Jury, a cash prize (1st Prize) and an invitation to negotiations - i.e. to participate in a procedure conducted in a free-hand manner in order to award a contract for the performance of a service consisting of the detailed development of the competition entry, in accordance with the arrangements set out in Annex No. 8 to the competition regulations. A competition participant must meet the condition of participation in the competition specified by the Contracting Authority regarding technical and professional capacity in terms of education and professional qualifications. This condition will be deemed to be met if the competition participant is able to prove possession of construction authorisations for design in the architectural speciality without restrictions, within the meaning of the provisions of the Act of 7 July 1994 on Construction Law (Journal of Laws of 2026, item 524, as amended) or is directly disposing of at least one person who holds construction authorisations in the architectural speciality without restrictions and will participate in the development of the competition concept. Each participant may submit only one competition entry. The submission of a competition entry will also be considered to be the performance of such an action jointly with another competition participant (competition participants jointly participating in the competition). A participant taking part in the competition independently, as well as each of the participants jointly taking part in the competition, may not be dependent on the members of the Competition Jury and the Deputy Members of the Competition Jury, on the grounds of conflict of interest as specified in Article 56(2)(2) to (4) of the Act of 11 September 2019 on Public Procurement.
