Finland – Installation services (except software) – Kulunvalvontajärjestelmän ja siihen liittyvien palveluiden hankinta

The City of Espoo, Espoon Elä ja Asu Oy, Kiinteistö Oy Matinkylän Uimahalli, Kiinteistö Oy Tapiolan Louhi and Kiinteistö Oy Espoon Keskuskeittiö (hereinafter also the Contracting Authority) invite tenders for the procurement of a new access control system and related services. The subject of the procurement is the replacement of the existing Esmikko access control systems located in the buildings managed by the City of Espoo, Espoon Elä ja Asu Oy, Kiinteistö Oy Matinkylän Uimahalli, Kiinteistö Oy Tapiolan Louhi and Kiinteistö Oy Espoon Keskuskeittiö with a new access control system. The procurement also includes maintenance and support services for the Contracting Authority's existing Abloy OS access control system. The sites are located in the City of Espoo. The estimated total value of the procurement excluding VAT is 1 610 000 euros (VAT 0%), distributed as follows: City of Espoo 1 410 000 euros Espoon Elä ja Asu Oy 50 000 euros Kiinteistö Oy Matinkylän Uimahalli 50 000 euros Kiinteistö Oy Tapiolan Louhi 50 000 euros Kiinteistö Oy Espoon Keskuskeittiö 50 000 euros The personnel used by the Contractor to provide the Service must be in direct employment with the Contractor, with the exception of cabling work. Based on the tendering process, a framework agreement will be established, in which a maximum of four (4) Contractors will be selected in order of preference. A more detailed description of the procurement subject is provided in the appendix "Description of the Procurement Subject". Alternative tenders will not be accepted. The first Esmikko replacement project plan document related to the tender will be sent to the tenderer by email. The document will be sent after the tenderer has submitted the signed tender appendix "Confidentiality Agreement (NDA)" to the addresses [email protected] AND [email protected]. The NDA must be submitted by Tuesday 22.9.2026 at the latest. The plan document will be sent by email approximately two (2) working days after receipt of the NDA. Submission of the signed confidentiality agreement by the deadline and familiarisation with the plan are prerequisites for participation in the tendering process. If a tenderer has not submitted the NDA by the deadline, the tenderer will be excluded from the tendering process. The Contracting Authority will arrange a site visit to the first Esmikko replacement site on Tuesday 29.9.2026 at 12:00 at Tuomarilan Daycare (Puistotie 24, 02760 Espoo). Participation in the site visit is mandatory. Registration for the site visit and participation will be done by email by Tuesday 22.9.2026 to the addresses [email protected] AND [email protected]. Registration for the site visit is mandatory. A tenderer who has not registered for the site visit or does not participate in the mandatory site visit will be excluded. A more detailed description of the content of the procurement is provided in the tender appendix "Description of the Procurement Subject". The City of Espoo does not commit to specific procurement quantities during the contract period.
