Bulgaria – Electrical power systems design services – „Изготвяне на цялостна проектна документация за реконструкция и ново изграждане на въздушни електропроводи 20 kV на територията на области Кюстендил и Благоевград“, реф. № РРS 26-029

The subject of the public procurement is divided into 3 (three) separate lots, as follows: Lot No. 1: „Preparation of comprehensive project documentation for the reconstruction and new construction of the 20 kV overhead power line „Eremia“, located in the territory of Kjustendil Region“; Lot No. 2: „Preparation of comprehensive project documentation for the reconstruction and new construction of the 20 kV overhead power lines „Treklyano“ and 20 kV „Nikolichevtsi“, located in the territory of Kjustendil Region; Lot No. 3: „Preparation of comprehensive project documentation for the reconstruction and new construction of the 20 kV overhead power lines „Eltepe“ and 20 kV „Furka“, located in the territory of Blagoevgrad Region“. Each candidate/participant may participate in all separate lots (one or more separate lots, up to the maximum number of separate lots for the subject of the procurement) provided that they meet the requirements of the Public Procurement Act (ZOP), the Rules for the Implementation of the Public Procurement Act (PPZOP) and the requirements of the Contracting Authority, including the selection criteria specified in the notice and documentation. The Contracting Authority does not limit the number of separate lots that may be awarded to a single contractor. The examination and evaluation of tenders, the ranking of participants and the determination of the Contractor shall be carried out in accordance with the ZOP, PPZOP and documentation. The award criterion for the present public procurement in determining the most economically advantageous tender is „lowest price”. The ranking of participants is carried out for each separate lot individually. The participant who has offered the lowest total price for the performance of the subject of the procurement is ranked first for the corresponding separate lot. A contract is concluded with the participant ranked first for the corresponding separate lot. The contract period for each separate lot is 36 (thirty-six) months, from the date on which it is concluded or until the maximum contract value is reached, whichever occurs first. Upon the occurrence of the first of the aforementioned termination grounds, the contract shall terminate automatically, without the need for notification or prior notice from one party to the other. The performance of the contract for each separate lot shall be carried out through an assignment document(s), in the order and manner described in the contract. Acceptance of the works carried out under the assignment document is certified with an acceptance protocol, signed by the parties to the contract, in the order and manner described in the contract. Each candidate/participant may inspect the object of the subject of the corresponding separate lot, with the contact persons from the Contracting Authority and the requirements for carrying out the inspection being specified in the documentation.
