Development Agency By & Havn I/S (hereafter ”Purchaser”) hereby publishes a project competition for the development of a master plan for several city districts in Outer Nordhavn (hereafter ”Project Area”). By & Havn will initiate the urban development of the next phases in Nordhavn, specifically areas in Outer Nordhavn, north of Skudeløbet and Skudehavnen, covering approximately 74 ha. The upcoming urban development involves a phased planning process for approximately 900,000 sqm of mixed-use construction, expected to be developed by 2040. The urban development of the next areas in Outer Nordhavn is a continuation of the development and transformation that has taken place in Inner Nordhavn since 2008 and is still ongoing. The first local plans for the next phases in Outer Nordhavn are expected to be adopted in 2029. The main objective of the urban development in Nordhavn is to realise good, varied, and experiential city districts where residents and businesses thrive, and where we share the space along the harbour. The new city districts will be developed as an extension of the districts that are established or under development in Nordhavn today. The completed district is expected to be certified to DGNB Platinum for urban areas. The competition will be conducted as a project competition with subsequent tendering with negotiation without prior publication. At the time of tendering, the Purchaser estimates the contract value to be DKK 30 million ex VAT, including options. The estimated value without options is DKK 15 million ex VAT. This is a non-binding estimate from the Purchaser. The contract is expected to include services related to ARK, LARK and ING with a main focus on ARK and LARK. The Purchaser will therefore enter into negotiations with the winner or winners of the project competition with a view to awarding the contract, which includes technical advisory services and assistance regarding: 1. Development of a master plan for the project area until the adopted local plan for the first phase and possibly the local plan for the second phase (option). The service includes qualifying the tenderer's project solution (master plan) to a level that can form the basis for the preparation of a local plan, including acting as the Purchaser's advisor throughout the planning process. Advisory services are expected to be provided in accordance with agreed time. 2. Development of an infrastructure project for the first phase of the project area until the approved project proposal and authority project, and possibly subsequent project planning of the tendering and execution project, and possibly management of specialist supervision during execution (both are options). Advisory services are expected to be provided in accordance with agreed time. The Purchaser values the development of the master plan and the development of the infrastructure project equally. Therefore, it is central that the winner of the contract reflects this weighting in its organisation. For both services, it is expected that the advisor will be responsible for coordination with the authorities and project management of all advisory services to the local plan and authority approval, including (but not limited to) coordination with the Purchaser's other technical advisors. The Purchaser has a strong focus on sustainability. Therefore, it is central that the winner of the contract can work both strategically and concretely with the competition programme's objectives and focus areas for sustainability. The winner of the contract is not expected to provide a general engineering consultant, sustainability manager, or DGNB Urban Area Auditor, as the Purchaser will provide these roles and competencies. However, the contract requires that the winner of the contract can provide key personnel with competencies within project management as well as architectural, landscape, and traffic advisory services and who have a good understanding of and experience with implementing sustainability objectives.
