The municipality of Tilburg is seeking an operator (the Agricultural Enterprise) to lease the municipality's agricultural lands on a liberalised lease basis for the years 2027 to 2032, and to manage the lands both directly and through subleasing. In this way, the Agricultural Enterprise supports and assists the municipality of Tilburg in managing its agricultural lands. The municipality of Tilburg aims to use its lands more for the agricultural transition and to make the management of the plots more sustainable and aligned with existing spatial assignments. In addition, the municipality wants to retain a flexible land reserve to be used for projects, for example as exchange land for housing or nature development locations, and to provide space for social initiatives. The contracting authority has a soon-to-expire Agreement for the long-term management of its agricultural lands, under which the operator currently provides three services/roles: • Operation of a pre-determined portion of the lands; • Subleasing (stewardship services) of a portion of the lands; • Supervisory role in the management of the lands. The organisation in which these activities take place is called the Agricultural Enterprise. In its current form, the Agricultural Enterprise is a unique management unit that supports and assists the municipality of Tilburg in managing its agricultural lands.
