The subject of the procurement is the eVaka early education management system implementation project and the system's continuous support and maintenance services as a SaaS service in the early education of the City of Jyväskylä. The procurement does not cover the software license itself, but rather the services related to the implementation, maintenance, support, and development of eVaka. The implementation project includes, among other things, project management, system configuration, data migrations, integration implementation and testing, user training, and transition to and acceptance testing of production. The support and maintenance service covers the operation, monitoring, backup, security and correction updates of the SaaS environment, as well as support service according to agreed service levels. The procurement may also include additional expert services, such as further development, integration, and change work. The service model must support the principles of open source, information security and data protection, multi-vendor model, as well as the ownership of the customer's data and possible supplier change. The aim of the procurement is to implement the system and related support service, which enables - Operational readiness and maintainability for at least 10 years - Technical and functional scalability that adapts to changes in the early education operating environment - Contractual flexibility, taking into account the development of early education solutions and possible change needs during the lifecycle A more detailed description of the subject of the procurement is included in the application with its attachments. The customer will make an agreement on the procurement as a whole with one (1) supplier. The procurement will not be divided into parts, as the implementation, maintenance and further development of the system form a technically and functionally coherent entity, the management of which requires clear overall responsibility. The single supplier model reduces interface and coordination risks and supports the management of information security, data protection and operational reliability throughout the system's lifecycle. Dividing the procurement among several suppliers would increase administrative burden and delivery risks without corresponding added value for the customer. The estimated value of the procurement, calculated according to the procurement law 30 §, is 600 000 euros. This is a non-binding estimate of the procurement unit and does not include a mandatory purchase obligation. According to preliminary estimates, the actual procurement contract will be valid for a fixed term of 24 months after the approved implementation. After this, the contract will continue indefinitely. The final notice period and contract term will be determined during negotiations and the procurement unit does not commit to the estimate given above.
