Description

The Procurement Unit is establishing a dynamic purchasing system (DPS) for the procurement of municipal engineering machine and transport services. All interested parties can participate in the dynamic purchasing system by submitting an application for participation in accordance with this invitation to participate at any time during the establishment phase or the duration of the dynamic purchasing system. The internal competitions of the dynamic purchasing system will procure the machine and transport services required by the Procurement Unit for the construction and maintenance of municipal engineering in the operational area of Jyväskylä City's Urban Construction Services. The procurements may be divided into framework agreements or individual procurements. The procurements mainly include the procurement of services on the basis of time-based or unit pricing. During the validity period of the dynamic purchasing system, an indefinite number of tender competitions may be organised, in which all suppliers accepted into the system may participate. Participation in the purchasing system does not oblige the supplier to submit tenders for the competitions organised. The applicant must ensure that they meet all the suitability requirements set out in this invitation to participate and commit to meeting them for the entire validity period of the purchasing system. After the application for participation has been accepted, the applicant becomes a supplier. A supplier may be removed from the purchasing system during the contract period if all the suitability requirements set out in the invitation to participate are not met. The purchasing system uses an electronic Supplier-specific Equipment List. The Equipment List details the technical characteristics of the equipment, which can be used in the quality scoring of competitions. The information in the Equipment List is managed by the supplier for the entire duration of the system. The technical distribution method, format and content of the Equipment List may be changed according to the needs of the Procurement Unit during the duration of the purchasing system. The Procurement Unit may add or remove vehicle and equipment categories from the Equipment List as needed. These possible changes will be notified before the organisation of the next competition. The Procurement Unit may use the electronic auctioning procedure provided for in the procurement act or any other procedure provided for in the procurement act when procuring the services intended for this dynamic purchasing system. The Procurement Unit may at any time during the duration of the dynamic purchasing system require the accepted participants to submit an updated and revised European Single Procurement Document (ESPD) or exclusion and suitability checks within a time limit deemed reasonable by the Procurement Unit. This purchasing system does not affect any existing agreements of the Procurement Unit, nor does it remove the Procurement Unit's right to procure services outside this purchasing system, for example, through direct procurement, in situations permitted by the procurement act. The Procurement Unit reserves the right to use its own equipment in the works included in this purchasing system. The estimated annual value of the procurements is approximately 10 M€, which is divided among several different suppliers. The total estimated value mentioned in the notice has been calculated for the entire estimated duration of the system.
