Description

Within the framework of the award procedure with a selection competition pursuant to § 17 and § 74 VgV, an office for the landscape planning for the planning of the RadgleisPark (pedestrian and cycle path on a former railway line) in Baienfurt is to be identified. The subject of the contract is the design of the landscape 'pedestrian and cycle path on the former railway line, including all necessary connections and crossing points with public traffic areas. The order includes, in particular, the complete planning of the crossing points, including the structural and traffic design, the determination or planning preparation of the right of way, visibility, crossing facilities, markings, signage, drainage and the necessary adaptations to the adjacent traffic areas. The order also includes the planning of the lighting system of the pedestrian and cycle path, including the lighting and electrical planning, the determination of the locations and types of luminaires, the routing of cables, cable sizing, switching and control equipment, as well as the necessary technical evidence and execution planning. After the closure of the freight railway line of a former paper mill, the municipality of Baienfurt was able to acquire the area in 2021. The former railway line, which is now a wasteland, offers a great opportunity to improve cycling and walking in the municipality. The cycle and footpath will be accompanied on both sides by a green strip with trees. This combines sustainable mobility with the creation of cool air corridors. The planned cycle and footpath connects the town centre and the schools as well as further residential areas along the route with the station Niederbiegen, which is located on the important Ulm-Bodensee railway line. In addition, there is a connection point to the planned cycle expressway from Baindt to Friedrichshafen (RS9) in the town centre. Due to the routing away from roads and with only a few junctions, it can be assumed that the approximately 2.7 km long cycle and footpath can be used safely, directly and quickly. The cycle and footpath is to be equipped with insect-friendly lighting and several benches. In addition, a "bicycle station" with parking brackets, etc. is planned at the station Niederbiegen and in the town centre. The planned cycle and footpath runs through the development area "Former Beton-Wolf site". As part of the project implementation, the planning details are to be coordinated with the associated investor. The entire area covers a distance of approximately 2.7 km. The start of planning (design planning) is envisaged with the award of the contract. A project application has been submitted for the measure in accordance with LGVFG for total costs of approximately 4,662,000 (grant-eligible investment costs approximately 4,068,000 EUR gross). The measure has been included in the funding programme (grant for the improvement of transport conditions in the municipalities) by the Landgemeindeverkehrsfinanzierungsgesetz (VwV-LGVFG) for cycling and walking (RuF). The following documents must be submitted for the application for a grant: 1. A design planning based on the HOAI, Lph. 3 is to be prepared for the funding application. The design is to be prepared in accordance with RE (guidelines for the planning process and for the uniform design of design documents in road construction). The cost estimate is to be prepared in accordance with AKVS (instructions for cost determination and for the budgeting of road construction measures) (see VwV-LGVFG – 3.2). 2. A landscape management plan including species protection contribution and, if necessary, environmental investigations required in accordance with RE. An external safety audit in accordance with RSAS is necessary for the measure. Any necessary preparatory work is to be provided by the planning office. The aim is to submit the grant application, including all necessary documents, in accordance with LGVFG (completed design planning and cost estimate) as soon as possible. The latest deadline for submitting the grant application is 21.12.2028. The preliminary planning of the open spaces (LPH 2) was completed by the office Planstatt Senner from Überlingen. In connection with the Radgleis Baienfurt project, preliminary consultations took place between the contracting authority, the Lower Nature Conservation Authority of the Ravensburg District Office, the Lower Soil Protection Authority, the Lower Water Authority and the Planstatt Senner GmbH in the period 2025/2026. A nature and species protection relevance test of the project, which was based on an inspection of the planning area to assess the stock, served as the basis for the preliminary consultation. The preliminary planning of the open spaces (LPH 2) and the result of the preliminary consultation with UNB will be made available to the applicants in the 2nd phase. The selection committee is planned for week 43/2026, the dispatch of invitations and rejections for the further procedure will presumably take place by week 45/2026. The negotiations are scheduled to take place in week 51/2026 according to the current status. The draft contract with appendices will be supplemented on the award platform Subreport by 16.09.2026 and will subsequently be available for download.
