Denmark – Health and social work services – Offentligt udbud af helhedspleje og praktisk og personlig hjælp

Ishøj KommuneDenmarkPublished on Aug 19, 2026
Deadline passed

Description

This tender concerns the provision of integrated care, pursuant to the Elderly Act's § 5, 9, 10, 11, which includes personal assistance and support for necessary practical tasks, etc. in the home, as well as rehabilitation of physical functional impairment caused by illness, which is not treated in connection with a hospital admission. Laundry and shopping services are included in this. Furthermore, the services in the Service Act's § 83 and delegated nursing services pursuant to the Health Act's § 138 are also covered by the tender. Measures have been implemented in the tender to ensure sustainability, including requirements for transitioning to emission-free transport from cars used to transport healthcare and nursing personnel. The municipality expects the annual consumption on the contract to be approximately 11.7 million DKK, exclusive of VAT. The tender includes an option to purchase Nursing Services, which are expected to be included in integrated care from 2027. There is currently no concrete description of how this will be done, as there has not yet been a political decision or legislation passed on the extent to which nursing care will be transferred to private actors. All citizens who are granted benefits under the Elderly Act's § 10 (personal care, practical help and rehabilitation of physical functional impairment caused by illness, which is not treated in connection with a hospital admission) or the Service Act's § 83 will be informed by the visiting service about the possibility of choosing between a private and municipal supplier. The free choice is thus supported pursuant to the Elderly Act's § 18, paragraph 2, point 1 and the Service Act's § 91. For professional, market and economic reasons, the tender has not been divided into sub-contracts. The delivery of integrated care requires that many different specialties are brought into play and a certain volume of tasks is necessary to be able to employ these to carry out tasks in Ishøj Municipality. Ishøj Municipality wishes for the supplier to take on a training commitment, where a certain volume of tasks is appropriate for students/trainees and apprentices to become acquainted with different types of tasks. Economic conditions also speak against a division. Many citizens who live close together will give the supplier the opportunity to increase ATA time and reduce travel time.
