Finland – Construction work – Osallistumispyyntö: Tikkurilan terveys- ja sosiaalikeskuksen hankinta vuokrahankkeena

The Vantaa and Kerava Wellbeing Services County (”Purchasing Unit”) invites applicants to submit their participation applications in accordance with the published procurement notice and its appendices. The subject of the procurement is the health and social services centre to be built in Tikkurila on a leasehold basis for the Wellbeing Services County. The Tikkurila Health and Social Services Centre will accommodate several health and social services functions. The project also includes commercial premises and underground parking. The following Wellbeing Services County services are intended to be located in the building: health centre services, substance abuse and mental health services, dental services, adult social work, children's, young people's and family services, and an open meeting place in cooperation with the City of Vantaa. The premises will also accommodate HUS Diagnostic Services. The Purchasing Unit will lease the implemented premises in their entirety. Other possible users of the premises will be subtenants of the Purchasing Unit. The site is plot 92–61–206–7 at the address Kielotie 13 and Lummekuja 1, 01300 Vantaa. The building will be leased for a fixed term of 35 years, after which the Purchasing Unit has an option for a 15-year lease period. The Purchasing Unit does not intend to negotiate a shorter lease agreement. Appendix 4 to the participation request is a land lease agreement, the terms of which are intended to be final. The duration of the land lease agreement is 60 years. In the current master plan, the plot is designated as a central activity block with the designation C. The building right of the plot is 21 000 m2, and it is also possible to build two underground parking levels. All building rights in accordance with the master plan will be utilised. In addition, underground parking spaces and necessary technical spaces will be implemented. The selected lessor/contractor is responsible for the design and construction of the target in accordance with the project agreement. The Purchasing Unit will be responsible for the maintenance of the building in accordance with the lease agreement and the responsibility allocation table. A participation application may be made by the future lessor or main contractor alone, or by the lessor and main contractor together. If the participation application is made by the lessor or main contractor alone, the partner participating in the project who meets the set suitability requirements must be named by the end of May 2026. The project is described in more detail in Appendix 1 Project Description of the invitation to tender. Appendix 2 Draft Project Agreement and Appendix 3 Draft Lease Agreement as well as Appendix 3.1 Responsibility Allocation Table will be provided as a basis for negotiations. The responsibility allocation table is intended to be supplemented on the basis of the negotiations and also to draw up the project agreement responsibility allocation table. The contractual terms are preliminary and will be specified on the basis of the negotiations in the final invitation to tender. In terms of accessibility, attention must be paid to the Building Act (751/2023) and the Government Decree on the accessibility of buildings (241/2017). The procurement is subject to the Act on the Leasing of Business Premises (482/1995) regarding the leasing of a ready-made new building.
