Description

This public procurement is funded under the support measure "Improving Air Quality through a Modernized and Recognized National Air Quality Monitoring System and Scientific Partnerships" (MODAIRN), implemented within the Swiss-Bulgarian Cooperation Programme under the thematic objective "Environment and Climate Change". The Executive Agency for Environment (EAA) is the Programme Component Operator, and the Ministry of Environment and Water (MEW) is the Programme Operator of the Swiss-Bulgarian Cooperation Programme. With the implementation of the support measure ModAIRn, the possibility of providing information on the quality of ambient air at an early stage to a wide range of users, including the public, local authorities, the scientific community, non-governmental organizations, decision-makers, and other interested parties, will be ensured. The overall objective of the support measure is to support the process of upgrading, modernizing, and updating the National Air Quality Monitoring System, including monitoring equipment, technical components, and data visualization tools, in order to achieve a modern, reliable, and recognizable national system that meets the norms and requirements of environmental legislation. The public procurement is divided into 3 (three) separate lots:

Lot 1: Organization and Conduct of 3 Regional Stakeholder Discussion Meetings

The activities envisaged for implementation under Lot 1 are as follows:

Organizational services for each of the three events for up to 50 participants and a duration of up to 4 hours;

Technical equipment for conducting 3 regional stakeholder discussion meetings;

Catering for conducting 3 regional stakeholder discussion meetings.

Lot 2: Graphic Design, Production, and Delivery of Promotional and Informational Materials

The activities envisaged for implementation under Lot 2 are as follows:

Graphic design, production, and installation of 2 signage boards – format 1.4/1 m, 4+0 colors, material – vinyl;

Graphic design and production of 48 permanent commemorative boards at each of the stations of the National Air Quality Monitoring System;

Graphic design, printing, and delivery of 1000 informational stickers for placement on the surface of the delivered equipment – dimensions 9/5 cm, three colors, material – self-adhesive PVC, die-cut to shape;

Graphic design, printing, and delivery of an informational brochure;

Graphic design, production, and delivery of Roll-up banner – 2 units.

Lot 3: Production and Dissemination of a Video Clip for the Pilot Public Presentation of the Updated National Air Quality Monitoring System (NAQMS), Integrated and Modernized Information System and Mobile Application

The activities envisaged for implementation under Lot 3 are as follows:

Development of a creative concept with proposals for the choice of technique and style of the video clip creation with a duration of up to 2 minutes and a 30-second version (including with the option to include animation elements or full animation, or 3D elements);

Development of a concept in a text script, illustrated with illustrations (storyboard);

Technical implementation of the video clips;

Subtitling of the video clips in Bulgarian and English;

Dissemination of the 30-second version of the produced video clip for the pilot public presentation of the updated National Air Quality Monitoring System (NAQMS), integrated and modernized information system and mobile application.
