Slovakia – Railway signalling works – ŽSR, ETCS L2 v úseku ŽST Liptovská Teplá - Výh. Paludza

The subject of the contract titled „ŽSR, ETCS L2 in the section ŽST Liptovská Teplá - Výh. Paludza“ is: - preparation and delivery of project documentation at the level of construction design and project construction in the details of the implementation project, including geodetic survey, - ensuring related engineering activities, the result of which will be the provision of a valid decision on the construction design and verification of the construction project (including the provision of an extension of their validity if necessary; and in the event that the decision on the construction design loses its validity, the provision of a new valid decision on the construction design and verification of the construction project), - ensuring the property-legal settlement of landowners in the form of permanent expropriation or by establishing a real burden, and this for the purpose of the construction design, or in the case of a newly identified owner or owners as of the date of submission of the application for building completion, if necessary, - carrying out construction work, - ensuring related engineering activities during the construction work, the result of which will be the provision of a valid completion certificate or valid completion certificates, - preparation and delivery of project documentation of the actual construction of the building, (hereinafter also referred to as “subject of the contract” in the appropriate grammatical form). The contract is awarded on the basis of the task from the Resolution of the Government of the Slovak Republic No. 604/2025 of 3 December 2025 on the proposal of the Action Plan to Increase the Safety of Railway Transport in Slovakia. The aim is to implement and introduce the ETCS L2 BL3 or higher version system in the section ŽST Varín - Výh. Paludza in parts ŽST Varín (excl.) - ŽST Vrútky cargo station, ŽST Vrútky cargo station (excl.) - ŽST Ľubochňa (excl.), ŽST Ľubochňa - ŽST Liptovská Teplá (excl.), ŽST Liptovská Teplá - Výh. Paludza, including integration into existing station and track protection devices, telecommunications infrastructure and traffic control systems for traffic control personnel. This contract relates to the section ŽST Liptovská Teplá - Výh. Paludza. Currently, on the track section ŽST Liptovská Teplá - Výh. Paludza in the Paludza Junction, the protection device is relay-based. In ŽST Liptovská Teplá, the protection device is electromechanical with light signals and electromotive points for controlling points, with a relay part operated by local dispatchers. On the track section ŽST Liptovská Teplá - Výh. Paludza, there is a bidirectional relay automatic block decentralized. The contractor, within the implementation of the subject of the contract, requires that the ETCS L2 BL3 or higher version system be designed into the existing railway infrastructure in such a way that it requires only necessary interventions in the existing railway network and its technological devices. The main principle is the maximum use of the current infrastructure and existing protection devices, while the new technological elements of the ETCS L2 BL3 or higher version system will be integrated in a way that minimizes construction modifications and operational restrictions. The proposed solution is to ensure the implementation of the ETCS L2 BL3 or higher version system with backward compatibility with lower ETCS versions BL2 and BL3 in accordance with the interoperability requirements according to the currently valid TSI CCS, while the scope of construction and technological modifications will be limited to those necessary for the functionality of the ETCS system, mainly the installation of track elements, the establishment of control components and the provision of data communication. The proposed ETCS L2 BL3 or higher version technology must fully respect and take into account the current station protection devices, track protection devices, and level crossing protection devices. When designing and implementing the subject of the contract, emphasis must be placed on maintaining the continuity of railway operations, minimizing interventions in the existing infrastructure, and optimizing investment costs while achieving the required level of safety, reliability, and interoperability of the railway network.
