In connection with the significant number of projects that the Municipality of Veliko Tarnovo is implementing under various EU programmes, as well as the need for external expertise to support the work of the administrative team, part of the activities related to the organisation and management of the projects will be entrusted to an external contractor. The purpose of the present contract is to select a contractor who will provide external experts engaged in the organisation and management of projects of the Municipality of Veliko Tarnovo, financed under procedure №BG16FFPR003-1.001 - Support for integrated urban development in 10 municipal cities – main growth centres under Priority 1 “Integrated Urban Development” of the “Regional Development” Programme 2021-2027. Separate Lots: Lot 1 “Implementation of activities for organisation and management by providing experts for the project management team for the project “Enhancement of green infrastructure in the city of Veliko Tarnovo through the improvement of areas with unfavourable socio-economic characteristics” Lot 2 “Implementation of activities for organisation and management by providing experts for the project management team for the project “Sustainable urban mobility of the city of Veliko Tarnovo” Lot 3 “Implementation of activities for organisation and management by providing experts for the project management team for the project “Increasing safety in small settlements in the Municipality of Veliko Tarnovo” Through the procurement of the service, the Municipality of Veliko Tarnovo aims to achieve at least the following: Reducing the workload of the administration; Attracting a contractor who possesses competence and serious practical experience in the field of project management; Ensuring the correct expenditure and reporting of funds and avoiding the non-recognition of expenses by the Managing Authority of the PRR 2021-2027; Achieving the planned results within the planned investments. The expected results from the execution of the contract are: Accurate and timely management of all project activities, including prepared payment requests /advance payment, interim payments, final payment/. Ensuring quality project management with maintenance of an adequate audit trail and storage of documentation in accordance with the rules set out in all applicable guidelines and instructions. Achieving effective and efficient interaction with the Project Management Team – EUP, consisting of internal experts – municipal officials to achieve the planned project results. The participant in the present public procurement procedure must have key experts who have the qualification and experience to perform all the obligations of the Contractor, as described in the Technical Specification for the relevant separate lot, in a timely and in full.
