The subject of the procurement is a payroll and HR system, which also includes a travel management module. The system will be procured as a SaaS service and includes implementation and maintenance. The system must support municipal collective agreements for employees (KVTES, OVTES, TS and TTES) and enable management of the employment relationship lifecycle, payroll processes, and comprehensive reporting. The City of Naantali considers it important that the ownership and development rights of the system remain with the supplier, so that we can ensure the continuity of the payroll service and the system's development capabilities during the contract period. The system being procured will serve as the primary master data source for personnel-related basic and employment relationship data for other city systems. It must support single sign-on (SSO, Entra ID (Azure AD) integration) using Microsoft 365 credentials. The system must be ready for implementation by 1 April 2027 and production use will commence on 1 May 2027.
