Description

The contract concerns the preparation of legal asbestos certificates and energy performance certificates (EPCs) for the housing portfolio of Woonpunt Zennevallei. The contract includes, among other things: • the preparation of individual asbestos certificates for each residential unit of the portfolio (approximately 3,000 units: single-family homes and apartments); • the preparation of asbestos certificates for the common parts of buildings and residential complexes with multiple residential units; • the preparation of EPCs for approximately 700 residential units (single-family homes and apartments), with a distinction between a ‘first type of housing’ and a ‘copy’; • the preparation of EPCs for the common parts (EPC GD) of the buildings in question. In addition, the contract includes, among other things, the registration of the findings in the respective government databases (OVAM and VEKA), coordination and communication with residents, reporting to WPZ, and the digital archiving of the files. An essential starting point of this contract is that the preparation of the asbestos certificates and EPCs is as integrated and coordinated as possible. When both an asbestos certificate and an EPC need to be prepared for the same residential unit, the site visits for both services are combined to the maximum extent possible. This aims to avoid double resident contacts and separate site visits as much as possible and to limit the inconvenience for the residents. The nature and scope of the services to be provided cannot be fully determined in advance. The same applies to the concrete planning and execution deadlines of the sub-contracts. This is a public contract for services in the form of a framework agreement as defined in article 2, 35°, of the law of 17 June 2016 on public contracts. The framework agreement will be concluded in principle with a maximum of three contractors according to a cascade system (see hereafter title I.3). The contracts based on the framework agreement will be awarded according to the conditions set out in the framework agreement in accordance with article 43, § 5, 1°, of the law of 17 June 2016 on public contracts. The contract will be placed under the framework agreement by means of sub-contracts (= orders), which will be placed according to the needs of Woonpunt Zennevallei. The actual quantities ordered may differ from the quantities in the inventory. The latter are merely indicative and serve solely for the comparison of the tenders. The conclusion of the framework agreement does not confer any right to the participants to execute the quantities mentioned in the inventory - neither in terms of the total order amount, nor in terms of the quantities to be ordered per item, nor in terms of the ratio between the items. The participants cannot claim compensation if these quantities are not achieved. The contract does not provide for exclusivity. The participants do not have an absolute exclusivity or right to take up their offered services within the framework of this public contract. The contracting authority may, during the duration of the cooperation, have services performed by other contractors or by its own services. The participants cannot, under the application of the above rules, claim any compensation at any time. The initial duration of the framework agreement is 12 months. The framework agreement is automatically extended each time by a period of 12 months, with a maximum total duration of 48 months. The maximum order amount of the framework agreement is € 1,000,000.00 excl. VAT. Place of service: Operational area of Woonpunt Zennevallei BV, 1500 Halle. The operational area includes 7 municipalities/cities + sub-municipalities: Beersel, Drogenbos, Halle, Linkebeek, Pepingen, Sint-Genesius-Rode, Sint-Pieters-Leeuw.
