Description

The present tender concerns Copenhagen Airport A/S’ (hereinafter referred to as “CPH”) tender for a framework agreement on client advisory services. The objective is to create optimal physical frameworks by designing and implementing solutions that meet the needs of customers and employees. The tasks are solved with a focus on costs to give customers the most for their money. Good cooperation with external total consultants is an important prerequisite for CPH to achieve the objective, and the purpose of the present framework agreement tender is to strengthen the foundation for such cooperation. The tender involves a combination of parallel framework agreements and division of a framework agreement into sub-agreements, as three agreements are entered into, which – for the larger tasks – shall function as parallel framework agreements, and for the smaller tasks as standalone sub-agreements each with its own defined scope of use. The result of the tender shall therefore be the conclusion of three framework/sub-agreements, which shall function as parallel framework agreements in relation to client advisory tasks with an expected fee size of over DKK 3 million, and as standalone sub-agreements each with its own scope of use, when it comes to client advisory tasks with an expected fee size of under DKK 3 million. Framework/sub-agreements are not exclusive, whereby CPH is entitled to enter into agreements outside the framework/sub-agreements. However, it is CPH’s intention that the forthcoming construction cases will primarily be awarded among the client advisors on the framework/sub-agreements. The scope of use for the parallel framework agreements regarding the larger tasks is the entire airport area; i.e. Copenhagen Airports, Kastrup and Roskilde. For the three sub-agreements concerning the smaller tasks, the scope of use is a more defined and delimited part of the airport's total area: Sub-agreement 1: Airside and Roskilde Airport (runways, taxiways and stands). Sub-agreement 2: Terminal buildings. Sub-agreement 3: Landside / Buildings Airside and Roskilde Airport (buildings). In Annex 2 to the tender conditions, a more detailed description of the respective scope of use of the three sub-agreements is given. Allocation of the smaller tasks will be made directly to the client advisor who has the sub-agreement for the area, the task concerns. If a task concerns several areas, allocation will be made directly to the client advisor who has the sub-agreement for the area, which the task primarily concerns, according to CPH’s assessment. Allocation of the larger tasks will be made after mini-tender among all three client advisors. The tasks may include all standard client advisory services in connection with construction, including initial advisory services, client advisory services in connection with construction in a specialist, general, main or total enterprise, as well as client advisory services in relation to "Other services", cf. YBB. CPH’s construction and infrastructure projects span widely, and many different types of projects may occur, including technical installations and conversion, extension and new construction projects as well as renovation. Where a task involves several different advisory disciplines (e.g. preparation of a construction programme and disposition proposal for a construction project), the client advisor shall as a starting point deliver all relevant services (possibly by using one or more attached sub-consultants). For a more detailed description of the framework/sub-agreements, CPH refers to the complete tender material indicated in the tender conditions.
